RECITALS
[�'HERL'AS, each of the above parties desire jointly to
L "� participate in funding and providing mental health services to the
i Aspen and Pitkin County communities, and
, ,
�dHEREAS, each party is authorized by statute or other-
v�ise to contract ��sith one another.
II.
� AGREETi�NT
�,
1. This contract shall be effective starting January
1, 1979 for Calendar Year 1979 and any extention or renewal thereof
shall be re-negotiated at budget time, that is prior to Septem-
ber 30, 1979.
2. Community mental h�aith, drug and alcohol services
wiil be supplied to ihe City of Aspen and Pitltin County by Colorado
4�est Regional Mental Health Center via Sopris Mental Health Clinic.
The services trill be as folloirs:
A. Crisis line answering sefvices will be provided.
Personnel from Aspen_Mental Health Clinic �•�ill
provide twenty four hour emergency coverage.
II. Indivi3ual short and long te�m therapy :rill be
provided by� Aspen Men�al Health Clinic.

provided in PitXin County Uy the Sapris rI�ntal
Health Clinic.
H. Counterpartners Program will be conducted by Aspen
Piental Health Clinic.
3. Appropriation and income for the Calendar Year
1979 shall be as follows:
A. State and Federal monies shall be provided in
grant contracts allocations.
B. The City of Aspen and County o£ Piticin agree to
fund the amount of $ 37,781 :(Thirty-seven thousand,
seven hundred and•.eighty�one dollars) toward the

be billed to the agency from whom the service is
requested. Agency sliding scale policies will
assure that established patterns of fee evaluation

�I. Colorado West Regional Piental Health Center shall "
' permit Pitkin County to conduct an audit of agency accounting
systems, booKs and records �ahich are relevant to this Agreement.
5. Level of service. It is agreed that the level of
service shall be no less than presently provided.
6. Ttonthly performance reports shall be submitted -
by Aspen btental Health Clinic to the Human Resource Department.
The follo�ring are minimum levals of servic� for the t�aelve months
' of Cal.endar Year 1979 and Aspen Mental Health Clinic shali make an
effort to maintain and improve quality, and inr_rease services,
cahile keeping within its defined budget.

7. Payment shall be made for Calendar Year 1979 as
follows. Upon acceptance and approval of each montrilg perf.ormance
report by the Human Resource Coordinator, the Finance Department of

both City and County shal� be notiFied zuithin fourteen days and
they shall each make payment (one-tweifth of�total) to Colorado
tdest P.egional rlental Health Center. The total amount paid to
Colorada i9est for services in Calendar Year 1979 upon compietion
of all the provisions of this Agreement shall be .,��37,781.. The
Aspen School District �rill pay a total or $2,000 to the Pit7cin
County Treasurer, delivered to the attention of Human Resources
; Coordinator, for servic�s delivered in Calendar Year 1979 as per
this Agreement. Upon receipt of the payment, Pitkin County Finance
Department z�ill be directed to pay .p2,000 to Colorado West.
8. This contract may be canceled and ter.minated
by any party but that party desiring to terminate or cancel must
9iv� written notice to all other parties at least thirty days
prior to the date of cancelation.
9. By subscribing to this Agreem�nt the parties rep-
rese�at to each other that they have heretofore acquired the neces-
sary approval and authorization to enter into this Agreement.
10. Colorado West 4�gional Mental Fiealth Center
agrees to indemnify and hold harmless the City, County and School
District from any and all claims f.or loss or damage arising fram the
operation of and provision of services herein contracted for.
