'4 A RESOLUTION OF INTENT BX THE BOARD
OF COUNTY COMMISSIONERS OF PITKIN
COUNTY, COLORADO TO TERMINATE
PUBLIC EMPLOXEE SOCTAL SECURITY
� COVERAGE FOR THE COUNTY'S EMPLOYEES ;

�� 6dHEREAS, the Board of County Commissioners (BOCC) of Pitkin �
,� �
� County, Colorado, desire to provide at a reasonable cost old-age, K
f�_ ..
,� survivor, and hospital insurance benefits for its employees, and <;
;.
',;� WHEREAS, the aforementioned benefits are currently provided ��
;:� �
` to County employees through the Public Employees Social Security :
�} (PESS) Program in accordance with an agreement entered into by �
u !;�
�� Pitkin County with the Colorado Department of Employment Security ;
�� on June 13, 1951, and �
�4IiEREAS, the cost of the aforementioned benefits has increased �`#
� � :
� to such a high leve2 that comparable social security benefits can �:
r.-• t:
;� be obtained at a lower cost from the private sector, and �
� WHEREAS, the BOCC understands that it must provide notice of
� inten£ to the Colorado Department of Employment Security at least �
�
two years prior to the first calendar year of withdrawal fror� the �
.� � �
�; PESS Program and it further understands that the BOCC may void this �
� notice of intent at any time prior to withdrawal £rom the PESS r�
� �
Program and remain with the PE55 program without penalty, and �
� WIIEREAS, the BOCC intends to complete a more comprehensive �
� analysis with the County's employees to solicit their views with
i
� respect to such termination prior to actual termination. �1

NOW, THEREFORE, BE IT RESOLVED that Pitkin County hereby "
�
� notifies the Colorado Department of Employment Security that it �
� intends to withdraw from the Public Employees Social Security y
=�
Program on January 1, 1982. ;�

FURTHER RESOLVED, that the County Manager be responsible for '�
completing a financial analysis by July 1, 1981, to determine whether -,�
i'.
�such termination wiZl be economically feasible upon termination.
FURTHER RESOLVED, that the Personnel Director and County Manager �

be responsible Eor presenting the results of, the financial ana].ysis �
to the County's employees and the Personnel Review Board and �
