;� GRANTING GENERAL SUBMISSION APPROVAL FOR �

:� THE ASPEN RACQUET CLUB SUBDIVISION ;

WHEREAS, an application has been submitted by the Aspen Racquet Club �
for General Submission approva] for the creation of a six acre tract from a
� - ..
fathering parcel of approximately 19 acres, with the six acre tract to be �
� �
� developed with a duplex (one free market unit and one PMH dwelling unit
i
`� dedicated to the low income housing market), and
� WHEREAS, the application was reviewed under the Growth Management Quote `
� SysCem for the Aspen Metro Area for 1979 and was awarded a development aliotment
� for the two requested dwelling units, and

WHEREAS, the Pitkin County Planning and Zoning Comnission reviewed the

� General Submission application and the Special Review request and has recortanended
%� approval subject to conditions found in their Resolution No. 79-19 at their
� regular meeting on October 3, 1979, and
� WHEREAS, the Board is satisfied that the action of the Cortmission is
.�°"��a appropriate and wishes to affirm this action and accept their recommendations,
, � NOW, THEREFORE, BE IT RESOLVED by the Board of County Cor�rnissioners of
� ��+ Pitkin County, Colorado, that the General Submission application and Speciai
Review application for the Aspen Racq�et Club Subdivision be and hereby is

� approved, subje'�t to the following conditions:

1. The applicant sha7] agree to connect to the Aspen Metro Sanitation
�
lines for the purpose of sewage disposal.
2. The applicant agrees to maintain the road from the Racquet C1ub to
� the duplex in such a manner to combate fugitive dust.
�� 3. On-site soils investigat5on shall be conducted for all proposed
construction sites.
4. The app]icant shall provide the document of legality of the well
presently on the praperty.
� 5. Detailed Submission should indicate access roads 20' in width clear
- .� of landscaping and a clear 50' radius cul-de-sac accessing the duplex.

6. A commitment to a spec9fic timetable for the implert�entation of all
conanitments made in previous special review approvaTs shali be included in

Detailed Submission.

; 7. A drainage design plan for the pond shall be submitted in order to
? prevent stagnation.

8. The applicant shall submit an explanation of water rights to be :+
utilized for filling the pond. '
�j 9. A detailed landscaping plan and timetable should be provided for the ;
�
purpose of insuring that the duplex wili not be visible from Highway 82.

; 10. The applicant shall provide an expanded description of the shuttle }
� �
vehicle program in their Detailed Submission including days and hours of ��
�
operation, vehicle capacity, methods of making the service known to potential �
� users, and whether there will be any cost to either employees housed in the j
duplex or to visitors to the Racquet Club.
11. To encourage transit ridership, employee bus passes for the Pitco
bus system should 6e provided by the Club Co employees housed in the duplex.
12. The applicant should include an a9reement for the dedication of the
trail easement in their Detailed Submission so that upon approval of the Detailed
Submission, the dedication to the County can be completed.
13. The applicant shall comply with alT certified p7at survey requirements.
14. The General Submission application filed by Aspen Racquet Club
shall become a permanent part of the General Submission approval and all
representations contained therein shall not be deviated from.
