WHEREAS, revegetation plans for the Jaffee site have not been �;. ! . __�,. addressed in comprehensive fashion in previous County Special Use - 4 Permits, and S4HEREAS, sand, gravel and asphalt-making operations are no longer taking place in that location, and Y7HEREAS, a gift of the Jaffee site to the County has been promised by the landowner, Mr. Wilton Jaffee, Jr., upon the adoption of a suitable revegetation and Land IIse Plan for the site by E1am, the County . and the Zandowner. �fY` THEREFORE, Zet it be resolved that the following revegetation . �r '•. . plan and timetable and the attached True Smith Park Plan (Map' �1) arehereby - adopted by the undersiqned as the revegetation plan and timetable for � `� � the Jaffee site and that release of bond presently held by the County �' � will be predicated on conformance with this plan. ; :�...;� I. Phase I - Upper Pit �� �, 1. This phase refers to the uppermost area of the site on � � approximately the northeastern corner of the site (see True Smith - Park Map No. 1, attached) . `t 2. Grade entire area to 2:1 or shallower slope in natural- appearinq contours to retain an "amphitheatre" configuration. 3. Retain a single 10� graded dirt trail alignment through this area to connect with Rio Grande right-of-way as indicated ; :.; on the map. C� 4, Spread topsoil over area to 1/2 inch average depth, leaving � - t .. a some boulders exposed to enhance natural appearance. � " ' 5. E1am tieill submit a report to the Commissioners on the progress ' of the above revegetatian plan on a yearly basis, such report : to be scheduled to coincide with Elam`s annual report on the 'k status of their Vagneur Ranch operation. The report will be 7P`� preceded by a site inspection by appropriate County staff to �� s take place on a date which allows for evaluation of revegetation progress. 2. The Annual Report will be an opportunity to evaluate the ade- quacy of the revegetation plan and to amend that portion of the plan not yet completed to reflect changes in conditions. Elam ' � wi11 make no changes or adjustments to the Plan and timetable without prior notice to, and consent of, the County Commissioners: 1 VII. Responsibilities of Other Parties s 1.
