ESTABLISHING THE 1982 HOUSING AUTHORITY
t�: QUALIFICATIONS AND GUIDELINES FOR SENIOR

� WHEREAS, the Authority is required to annually establish
� �

j..F� qualifications for participation in Senior Citizens low and moderate �
�,y income housing programs, and
WHEREAS, the Directvr of the Housing Authority in conjunction with
� the Senior Citizens Aousing Committee has made recommendations with �
e
respect to such quali£ications and guidelines, the Board of Commissioners
� of the Authority wishes to adopt the same,
�'. NOW, THEREFORE, BE TT RESOLVED.by the Board of Commissioners of
, :� the Pitkin County Housing Authority that the following constitute the

Authority's 1982 qualifications tor low and moflerate income Senior �
� .
:`�`' Citizens' Housing programs within the Authority's jurisdiction or control: �4
1. Preference will be given to persons 60 years of age or over.
'' Qu,`.� Persons age 55 or over, who have resided i.n the area for

7>. at least 15 years,will be considered eligible for housing. �

2. Persons shall be low or moderate income persons defined

as follows:
a. Low and moderate income shall be defined by util.izing '�

B08 of the HUD median income estimates. In 1980 the
median individual income foz Pitkin County was $11,915,

household income for 1980 equalled $23,800, of which 80$

would be $19,040.

b. Owners of housing under a Housing Authority Resale Aqreement �
specifically stating that the owner is eligible for other �
units under Authority control. �
c. Owners of mobile homes on leased land. 4

�`� 4. Residency requirement of the persons applying for the units
`,'� shall be satisfied according to the following priority:
�". a. Applicants must have lived or worked in Pitkin County for

* a period of greater than two years. Prioritywill be given .

b, Former long term residents wishing to return to Pitkin

� County and re-establish residency.

5. Priority for allocation of available units will be:
a. Current resident in order of length of residency; 1 person
per bedroom

�� b. Not current resident; 1 person per bedroom `

; '. d. Not current resident; less than 1 person per bedroom

� Should there be an occupancy of less than one person per two
�':�� bedroom apartment that person would be asked to move to a

similar unit of comparable facilities upon availability. �'
e' 6. Applicants will be considered only if they are physically and
mentally capable of functioning independenly in a facility which
complements their capability. Independent functioning will
be defined by the Senior Housing Committee according to the type

Q, of housing unit available. '
7. A11 transactions regarding the occupancy of any of these types
of units shall be subject to the provisions of the Senior
Citizen Housing Agreement and Sponsorship Agreement. #

a. Assets and equity shall be defined in accordance with

b. Proof of employment shall consist of any of the following;

1. Land2ord verification (proof o£ residency, physical
ad8ress or property tax records in the case of ownership).
