WHEREAS, the United States Conqress has enacted the Federal Clean Air Act, as amended, tp control air pollution nationwide and to protect the clean air in parts of the country where it is reZatively clean; and r WHEREAS, the City Council of the City of Aspen and the County "�" Commissioners of Pitkin County deem that air pollution is a problem of ,�; the utmost and gravest concern to the citizens of the City o£ Aspen and :, .
