' WHEREAS, at the special election he2d in Pitkin County,
f"�� Colorado on June 29, 1982, the re istered qualified electors of

�`� the County approved the question of contracting a bonded indebt-

L'° edness of the County in the amount of $1,800,000 for the purpose

�3� of providing a jail for Pitkin County, more particularly as ��f'

{;�;','� "Shall the Board of County Commissioners of a
�� Pitkin County, Colorado, be authorized to 4
.'��� contract a general obligation bonded indebted-
�;;u ness for and on behalf of the County in the
�� principal amount of $1,800,000 for the purpose ±
��i� of erecting, furnishing and equipping a jail �
+�� facility for Pitkin County, such bonds to bear
{"= interest at a maximum net effective interest -
�'' rate not exceeding 13.58 per annum, payable

�_,, within 10 years from their date, and may be
£;� redeemable, at the option of the County, prior
�: to maturity, upon payment of a redemption
�;' premium or premiums not exceeding 4$, such bonds �
4-� to be paid by a general ad valorem tax which may i;
• be levied on all taxable property within the

;J', �,� County without limitation as to rate or amount
�: or from any other legally available revenues of

'.� WHEREAS, the electors of the County approved the issu- :
� `'� ance of the bonds, and committed the use of property taxes to pay ,'.'
` �`� such bonds without limit as to rate or amount, thereby creating a

��_: new tax, all in conformity with Section 9.1.1 and Section 10.1.1

� Pursuant to the provisions of Section 30-26-303, the
redemption of the Bond in the above principal installments must be
accomplished by providing published notice for thirty days prior `
to any payment of principal installments in a newspaper at or i
f nearest the City of Aspen, Colorado and that the principal in-

shall be delivered to the purchaser thereof in accordance with its
