ADOPTING A fEE STRUCTURE FOR THE PROCESSING
�_ OF LAND USE APPLICATIONS

� WHEREAS, the Board of County Commissioners (hereinafter referred to the
� "Board") has adopted a policy of annually reviewing the Planning Office's Land
Use App7ication fee structure to bring it more into line with the increasin9 �
costs of service provision; and

WHEREAS, the Board, in consultation with the Planning Office has determined
that the current fee structure for the processing of Land Use Applications

contained in ResoTution No. SZ-128 does not accurately reflect the costs incurred
�' ;4 by the County to provide the necessary level of services associated with the �

Land Use Code administration function; and �.�
WHEREAS, the Board desires to revise the fees for ihe processing of such

, � applications so as to offset 100 percent of the total costs of the Land Use
'��ta� Code administration function; and
WHEREAS, the Pitkin County Land Use Code establisfies the fotlowing categories �'

WHEREAS, the Planning Office has projected the total cost of the County's
Land Use Code administration function, which includes the cost of processing

land use applications, responding to routine pub7ic inquiry and initiating
routine code amendments; and

WHEREAS, the Board has determined that a "Base Fee" should be established
�,a� for each category of review process which when applied to the projected 1983

� number of land use applications will have the effect of offsetting 100 percent

� of the total cost of the land use administration function; and
;� WHEREAS, the Planning Office has reviewed the average time historically

required to process land use applications and has identified that number of �
�� hours in the table below; and

WHEREAS, the Board wishes to provide for "Additional Billings" to cover the
� additional costs incurred by the County when the processing of a Land Use Appli- � ':
cation by the Planning Office takes more time than is covered in the base fee
structure.
� NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of

BE IT FURTHER RESOLVED that the Planning Office staff shall keep an accurate �

record of the actual time required for the processing of each Land Use Application
and that "AdditionaY Billings" shall occur commensurate with the additional costs �

incurred by the County when processing of an Application takes more time than is `�

covered in the "Base Fee". �

BE IT FURTHER RESOLVED that the following guidelines for the administration �

of the fee structure hereinabove described are established:
(1) In no case will the fee charged be less than the applicable "Base
Fee", and
(2) Fees charged for the processing of applications which fall into more
than one category shall be cumulative, while the fees charged for the �
processing of applications within the same category shall not be �

(3) "Additional Billings" will be based solely on processing time spent
' by members of the Planning Office in the processing of an application,

(4) "Additional Billings" will be calculated at the rate of $130.00 per
hour of Planning Office staff time, and ..::�'�,
(5) The Plannin9 Office shall establish appropriate guidelines for the
collection of "Additional 8i71ings" as required, and ;
(6) This fee structure shaTi be reviewed annually in December of each �
year and adjusted appropriately, such adjustments to take effect ?
on January 1. '{
