A RESOLUTION OF THE BOARD OF
COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO, ;�,
APPROVING VOLUNTARY MULTI-GOVERNMENTAL COMPACT TO JOIN THE
SOUTHWEST PUBLIC RECYCIING ASSOCIATION ,•�.,.

RECITALS
This voluntary compact is undertaken by Pitkin County in furtherance of the . �
recyc(ing goats and objectives hereinafter stated in consideration of the fotlowing , �
recitals:
WHEREAS,the long term viability of local recycling efforts is dependent upon the
' ability of political jurisdictions to assure reliable, stable supplies of uniformly high
quality material, to find strong markets and stable prices, and to promote local and
regional development tor the recyclables that they collect; and
WHEREAS,recycling provides subsiantial benetit to the environment and reduces
� consumption of non-renewable energy sources;and
WHEREAS, the Southwest Public Recycling Association has been formed to {'`
develop a regional program whose goal is to bring together public, private and
community representatives to support locai recycling efforts through aggregating,
_ brokering,negotiating, and other services to accomplish the fo{lowing objectives:
1. To strengthen market position and marketing skills for recyclab�e
materials; �
2. To stabilize supply and demand and assure uniformly high quality
` standards for recyclable materials;

i 3. To improve demand for specific recyclable materiais which are in
abundant supply in the Southwestern United States; . . '
4. To assist the development ot regional businesses which utilize recycled
materials; �
5. To develop consistenL public policy initiatives including procurement `

6. To develop a regional education campaign emphasizing recycling and
waste minimization;
7. To establish a regional information clearinghouse.
WHEREAS,Pitkin County desires to become a member of the Southwest Public
Recycling Association.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of
Pitkin County, Colorado:
1. Pitkin County shatl join voluntary organization known as the Southwest Public �
Recycling Association hereafter to be referred to as "SPRA."
2. SPRA shall have as iis primary focus the accomplishment of the
aforementioned objectives with the ultimate goal of developing a broad base of p�ivate
- sector entities throughout the southwestern United States to serve as major
purchasers of recycled materials generated by member cities, counties and Native
American Nations/tribes.
3. SPRA shall operate as a private,not-for-profit entity organized under the laws
. of Arizona.
4. Each member of SPFtA shal!provide a financial stipend to SPRA in an amount
; equal to three cents per capita population of the member political jurisdiction as
established by the most recent federal decenniai census. Pitkin County's population
� as of the 1990 census was 12,661,therefore Pitkin County's stipend shall be set at
5379.83. This stipend sfialf be paid on an annuat basis using the date the County
I joins the organization as the annual renewal date for payment. Pitkin County may
( efect, at its so(e discretion, to terminate its relationship with SPRA by declining to
. furnish its financial stipend. {n the event Pitkin County elects to terminate its
membership, no further notice shall be required.

I 5, in return for Pitkin County's iinancial contribution to SPRA,the County wili be
entitled to utilize the resources of SPRA to promote the development of a recycling
program which is tailored to the specific needs of the County and meets the market ".

receive brokering,negotiation, informational sharing and other services from SPRA.
