JOINT RESOLUTION OF TIiE CITY COUNCIL OF TAE CITY OF ASPEN� THE �_ .r
BOARD OP COUNTY COMMISSIONERS OF THE COUNTY OF PITKIN, AND THE ti,
BOARD OF COUNTY COMMISSIONERS OF THE COIINTY OF EAGLE AGREEING TO �
THE APPOINTMENT OF AN ADVISORY DIRECTOR BY THE COUNTY OF EAGLE TO ��", +. ,
THE BOARD OF THE ROARING FORK TRANSIT AGENCY �.
WHEREAS, by Intergovernmental Aqreement dated November 21, �
1983, as amended by that Supplemental Agreement dated November 21, �'.
1983; as amended by that Amendment to Intergovernmental Agreement .�! ;
dated January 23, 1984; and as amended by that Amended i.:,r..
Intergovernmental Agreement for Transit Agency dated June 9, 1986 �
(all said Agreements and Amendments to be referred to herein �'�
collectively as the "RFTA Intergovernmental Agreement"), the City � '
of Aspen and the Board of County Commissioners of Pitkin County •
formed and constituted the Roaring Fork Transit Agency ("RFTA") to
estahlish an organizational framework to provide p�xhlic
transportation throuqhout Pit}:in County and its environs, and to
create an operating and viable transportation service to assist in
carrying out environmental and conservation policies for the
benefit of the inhabitants, visitors and environments of the Citv
of Aspen and the County of Pitkir.; and �'J'

WHEREAS, RFTA and the County of Eagle have entered into an r"
intergovernmentaZ agreement whereby RFTA operates in and provides !!
� transportation services to the inhabitants and visitors of the �
County of Eagle; and
WHEREAS, paragraph 2(b) of the RFTA Intergovernmental
Agreement provides for a Board of Directors of RFTA comprising ':�
members and appointees of the City Council of the Ci.ty of Aspen and '�
the Board of County Commissioners of the County of Pitkin; and '
WHEREAS, the City Council of the Cii:y of Aspen and the Board
of County Commissioners of the County of Pitkin deem it desirable
and advisable to create an adviso.r� dire�::tar on the RFTA Board to E
be apQointed by and to serve at Lhe p:.easure of the Board of County �
Commissioners of Eagle County; and
wHEREP_S, the Board of County Commissionezs of Eagle County �
desires to participate in the administration of RFTA through the
appGintment of an advisory director to the RFTA Board. �

NOW, THERSFORE, be it resolved as folZows:
l. The City Council of the City of Aspen and the Board of .
County Commissioners of the County of Pitkin do hereby establish
the position of "Eagle County Advisory Director" on the RFTA Board
of Directors to be appointc�d by and serve at the pleasure of the �
Board of County Commissioners of the County of Eagle. The Eagle
County Advisory Director shall attend and participate in a21 RFTA ,
Board discussions and shall have an advisory, but not binding, vote
on all matters voted on by the RFTA Board. i � _

shall be from the date of this Resolution until December 31, 1996.
Therefor. the position shall continue to be filled on an annual �.
basis. The position of Eagle County Advisory Director may be i
terminated by any party to this Resolution by providing the RFTA
Board and the other parties to this Resolution thirty (3oj days :.;;;
written notice that the position is terminated. �.
3. This Resolution is not intended to operate as an
amendment of the RFTA Intergovernmental Agreement, but is intended �:
to be supplementary thereto. '
