PURPOSE �'� The purpose of this Task Order is to authorize and direct � the CONSULTANT to proceed with certain management and �' engineering services as described in ARTICLE A1 of the December 4, 1981, AGREEMENT and as more specifically described below. II. SCOPE OF THE PROJECT � .. < The Aspen/Pitkin County Airport Phase I Improvements Project (the PROJECT) consists of the following items: A. Widen the existing runway 6,001 feet x 20 feet west. B. Lengthen the existing runway 1,000 feet x 100 feet south. ' .��:. �,:•' C. Center the crown and overlay the existing runway. D. Extend the parallel taxiway 1,500 feet x 50 feet F, south. ': � E. Relocate and/or add runway and taxiway lights. _ f F. Install an additional exit taxiway between �J :,.. Runway 15-33 and the parallel taxiway. ��, f, G. Expand the general aviation ramp in two phases of � 60,000 square feet and 120,000 square feet. _ H. Conduct laboratory tests on soil samples collected in the field as necessary to complete the design. ;_ 4. Evaluate existing pavement sections in areas to be repaized or strengthened and evaluate subgrade conditions in areas where new pavement is to be placed. Develop overlay requirements �' ._ and new pavement sections as applicable to the Phase I Tmprovements. AnaZyses will include asphalt and concrete paving alternatives. ` 5. Submit recommended paving schemes to the County for concurrence. ;' 6. The CONSULTANT shall be compensated at cost for any additional sets of contract documents. ' �C. Construction Phase Management Services � ;� 1. Maintain the project records system intact and . �, up-to-date. �; 2. Submit reports to the COUNTY to ensure that the COUNTY is appraised of conditions affecting the PROJECT. These reports will be of the same frequency and content as established for the preconstruction phase and will contain other � ` ' e; pertinent information, 3. Identify and, if required, prequalify potential bidders. Encourage maximum competition among qualified bidders. 4. Prepare advertisements, news releases, and minozity contractor contracts. At the completion of the PROJECT, coordinate contract closeout and final payment procedures, and prepare a final project report summarizing the project work and costs. D. Provide the testing facilities and apparatus to perform the material testing required in the contract documents. 7. Prepare test reports describing the type of � test, test procedures, conditions under which the test was performed, the location of the test sample, and test results. OTHER PROVISIONS �� The COUNTY and the CONSULTANT further agree to the following: A. The CONSULTANT will indemnify and hold the COUNTY =' harmless from and against all Workers' Compensation �': and General Liability claims or demands arising out �• ' of the CONSULTANT's perEormance of this AGREEMENT. � -: The CONSULTANT will also carry professional �: liability insurance to protect the COUNTY against '` negliqent performance of the CONSULTANT. � B. The estimates of cost and material quantities £or the PROJECT provided for herein are to be prepared by the CONSULTANT thzough exercise of his experience 'r, � • and judgment in applying presently available infor- ' mation, but it is recognized that the CONSULTANT has � no control over cast of labor and materials, or over �:�. i� competitive bidding procedures and market conditions �`, or material quantities. �i C. D. The onsite inspection and construction management personnel will make reasonable efforts to guard the COUNTY against defects and deficiencies in the work of the contractor(s) and to assure compliance with the provisions of the contract documents, Their ;l. : day-to-day inspection will not, however, cause the CONSULTANT to be responsible for those duties and ' responsibilities which belonq to the construction contractor{s) and which include, but are not limited to, the contractor(s) responsibility for the tech- niques and sequences of construction and the safety __. precautions incidental thereto, and for performing the construction work in accordance with the con- tract documents. E. In soils investigation work and in determining � subsurface conditions for the PROJECT, the charac- �, teristics may vary greatly between successive test points and sample intervals. The CONSOLTANT will perform this work in accordance with generally ` `� i;.. . accepted soils-engineering practices and will make no other warranties, expressed or implied, as to >< these subsurface conditions. '` �� � F. If any portion of the PROJECT covered by this � . AGREEMENT and designed or specified by the CONSUL- TANT shall be suspended, abated, abandoned, or � terminated, the COUNTY shall pay the CONSULTANT for the services rendered for such suspended, abated, abandoned, or terminated work. The payment shall be _ based insofar as possible on the amounts established �;: in this AGREEMENT or, where the AGREEMENT cannot be ��: applied, the payment shall be based upon a mutually agreed estimate of the percentage of work completed. � G.
