TO APPROVE THE 1996 COMMUNITY SERVICE BLOCK GRANT APPLICATION

RECITALS � ,
1) The Department of Local Affairs requires that upon assuming �'."` �
the responsibility for the administration of the CSBG program, �= °
the Board of County Commissioners will assume responsibility for �;`f
the establishment of and planning for local priorities that �
. achieve the objectives of the program and for the efficient �'_;
management of individual projects to insure that Zocal priorities '�;;,
will guide the program.
- 2) The Pitkin County Board of County Commissioners wish to �1
support the Community Service Block Grant mission to make a �r
measurable and potentially significant impact, within the federal
; resources available, on the causes of poverty in communities
� throughout the State or in those areas of communities where `,�e
poverty is a particularly acute problem as a means to remove �r; ��
. obstacles and solve problems which block the achievement of self-
sufficiency. .
3) The Pitkin County Board of County Commissioners recognize that :
� the following are significant barriers to citizens achieving
� self-sufficiency in Pitkin County:
� * Fixed incomes for Seniors
j * Access to Family Planning
* Access to Screening and Tzeatment of Seacually Transmitted '`•'

1. The Pitkin County Commissioners wish to support the plan ' +�'%
as outlined in the Community Service Block Grant application:
� A. $5,980 to Community Health Services to provide:
2. $1,875 toward providing birth control devises to j;. :
I those at or below 125� of the federal poverty
level.
2. $1,260 toward prevention, education, and lab test
j for sexually transmitted disease exams for those �
; who are at or below 125� of the federal poverty '
-.� level.
i3. $2,845 toward senior cancer screenings for those who
,
are at or below 125� of the federal poverty level.
� 2. ADMINISTRATION
� The Director of Human Services will take full responsibility
i for the administration of this grant.
SECTION 2;
This resolution shall not have any ePfect on existing "
ilitigation and shall not operate as an abatement of any action or
; proceeding now pending un.der or by virtue af the ordinances
1 repealed or amended as herein provided, and the same shall be
construed and concluded under such prior ordinances.
� SECTION 3:

� If any section, subsection, sentenee, clause, phrase or
- `I portion of this ordinance is for any reason held invalid or
iunconstitutional in a court of competent jurisdiction, such
� portion shall be deemed a separate, distinct and independent
provision and shall not affect the validity of the remaining
� portions thereaf. .

SECTION 4:
A public hearing on the resolution shall be held on the 14th
day of February, 2996 in the Pitkin County Courthouse, Aspen, •
Colorado.

V. Certifications , .
The grantee assures that funds available tltrough this pro�am will be used to accomplish the -
� State goal and to meet t[ie objecuves stated in the State CSBG guidelines. It is further assured
that the proposed activities to be im�lemented with CSBG funds will meet the guidelines
contained�n the Federal CSBG Legslation,Tide IV of the Civil Rights Act,the Aoe
Discriminadon Act of 1975,the Rehabilitation Act of 1973,Public Law 143-227,Part C,
Environmental Tobacco Smoke,also known as the Pro-Children Act of 1994(Act),apd the State
of Colorado CSBG Plan. �
The grantee also assures that it will:
# specificalIy consider,in a public meeting,the desi�nation of any local public or private entity
- to cazry out the county community service activities under contract with the county,any loca[
community action a�ency(CAA)which received federal fiscal 1981-82 funding.
� # prohibit any political activities by grantees or contractors being supported,in part or whole,
by federal funds provided tluou�h ttus program;
� prohibit any activities to provide voters and prospecfive voters with transportation to the polls �
_ or provide similar assistance in connection with an election or any voter registration activity;
� make available for public inspection each plan prepared as part of the program planning
process. The grantee may,at its initiative,revise any plan prepazed for CSBG funding and
shall fumish the revised plan to the Direc[or of the Commun!!y Services Block Gcant under
the Department of Local Affazrs. Each plan preQared for submission shall be made available
for public inspection within the county and/or service azea in such a manner as will facilitate
review of,and comments,on the plan;
# provide for coordination between community anu-poverty programs,where appropriate,with
emergency ener'y crisis intervention proorams conducted in such communiry;
+� make available appropriate books,documents,papers,and records for inspection,examination,
copying,or mechanicaI reproducdon on or off the premises upon reasonable request by the
U.S.Controller General,the State,or their authorized representatives should an investi�ation
of the uses of CSBG funds be undertaken; ,
�# in the case of non-profit private oraanizations contracting for CSBG funds with the State,
have a board consvtuted so as to assure that(A)ono-third of the members of the boazd are
elected public officials currently holdinD office,or officials reasonably available and willinQ
to serve is less than one-third of the membership of the board,membership on the board ot�
appointive public officials may be counted in meetin�such one-tf�ird requtremen[s;(B)at •
least one-third of the membets are persons chosen in accordance with democrauc selection _
procedures adequate to assure that chey are representative of the poor in the azeas served; and �' -_
