COUNTY COMMISSIONERS TO SUBM[T A LETTER TO THE '.
COURT OlY SEHALF QF THE PITKIN COUNTY PARK
AND RECREATIOPI DISTRICT

RECITALS !
1. The Board of County Commissioners previously approved a Service Plan for the
Pitkin County Park and Recreation District,by Resolution No.96-118.
2, In accordance with statutory requirements, the Pazk and Recreation District
organizets have£led their petition in the Pitkin County District Court and has scheduled a pubiic }
hearing on August 27,1996,in order to have the Court direct that the question of organization of f
the district be submitted to voters at an election.
3. The organizing committee for the proposed district,since approval of the Service '
Pian with the Board of County Commissioners,has obtained more refined estimates on cost of
facilities,and has come up with an estimated cost higher than that the estimated in the approved �
. service pian, y,�

4. The description of facilities contained in the 3ervice Plan has not changed.
5. Because the initial figure contained in the approved Service Plan was an estimate,
the Board of County Commissioners does not believe that the submission of a bond issue to the
voters in the amount of$18,500,000.00 will be inconsistent with the approved Service Plan.

6. The attorney for the organizers of the petition has requested that the Boazd of
County Commissioners send a letter in substantially the forrn attached as Exhibit A to the court
reciting tlte above.
NOW THEREFORE, be it resotved that the Pitkin County Board of County •
Commissioners,of Pitkin County Colorado,that the Vice-Chariman sign a letter in substantially '
the form attached as Exhibit A and submit it to the court prior to August 27,1996.

costs contained in the approved Seivice Plan for the Pitkin Counry Park and Recreation
� • District were based on prelimina►y esrimates. We (iave been advised that flte
organizing committee of tlte proposed district has refined those estintates on the basis of
_ � substantiai input froin cecrearional user groups and professional consultants. At
present,the esrintated cost of the faciIities is higher than tlie estimate contained in the
approved Seivice Plan. However,since the descriprion of faciliries has not citanged,
and since the etectorate wiil make the ultimate decision regarding the issuance of bonds
to be repaid from ad vatorum taxes, the Board of Counry Cornmissioners does not
believe that the submission of a bond quesHon in the aatount of SI8,500,000.00 will be
inconsistent with the approved Service Plan.
