1. Pitkin County implemented an auEomobile inspection program on September ;';:,,.; :
26,1989,pursuant to C.R.S.§42-4-306.5-320.The automobile inspecHon program has been in
continuous effect since that time,except for the peziod from july-September 1995,at which '�?'" �
time this suspension was lifted by the Board,with the understanding the customers would be
surveyed and the program re-evaluated in April oE 1996. "
Z. The automobile inspecrion program has been successful in reducing velucle 4
' emissions in Pitkin County and reducing the overall Ievel of air pollution in Pitkin County. j
' � 3. The opinions and experiences of County residei�ts have been evaluated since
September of 1995 and the results of these surveys indicate the following:the most common
wait time#or a test is l0 minutes,7b%feel ehe time needed for a test is good,87°�feel
customer service is good,74°k fee!convenience is good,70°k were able to get quick,accurate
- answers to their quesHons,62%believe the program is effective in reducing carbon monoxide '
� levels,and 64°k believe the program sliould be continued.
4. The Aspen/Pitkin Environmental Health Depaziment will continue to survey
customers who receive an emissions test and periodically report these survey results to the �,
Boazd,will address areas where improvements can be made,including experimental
' Saturday and/or evening test hours,and will coneinue to provide edacational rriaterial about
khe program to the public.
NOW THEREFORE,the Boazd of County Coinmissioners hereby resolves that the
Pitkin County Automobfle Inspection Program for gasoline-powered vehicles registered in
• Pitkin County shall continue to be in full farce and effect. �
APPROVED AND ADOPTED THIS 8TH DAY OF MAY 1996.
