OPPOSING AMENDMENT 11

RECITAIS
1. Colorado Voters will be asked to vote on legislation (Atnendment 11} in the �
November 1996 general election that would subject most property owned by nonprofit and
religious organizations to ad valorem property taYation. '

2. Pitkin Counry and nonprofct organizations work together towazd the provision of
social,medical,cultural and recceafional services which benefit aIl the residents of the County.
3. The people of Pitkin County have always been suppoRive of alt our nonprofit
organizations which are the heart of our community and which provide essential valley-wide
services.
4. There are countless aon-profit and religious organizations in Pitkin County and
• over 10,000 organizations state-wide. We have ali benefited in some way from the services of
our community organizations and many of those organizations will be destroyed by this new tax.
` 5. Contrary to what the proponents of this initiatives claim, ffvs would not lower
� individual property taxes. An analysis of the impact of Aznendment 11 by the law firm of
Holme,Roberts&Owen,confumed that if this Amendment were passed,on a statewide basis,
- homeowners'property taxes would increase.
6. If Amendment 11 passes, the massive tax burden will force many nonprofit
organizations and charities to close or drastically cut services which would affect all the people
of the Roaring Fork Valley and place a greater stress on already overburdened County services.
7. This proposed initiative "hurts the helpers" by asking our non-profit agencies,
which we are increasingly relying on,to provide essential community services,then strips them
of the resources they desperately need to do their jobs.
8. The peopie of Pitkin County are volunteers and givers. We value our
communities and put a Iot of energy into making our valtey a great place to live. We need to •
continue to help our organizations and volunteers devote energy and resources to the causes we
believe in.

� NOW THEREFORE BE TT RESOLVED by the Board of Counry Commissioners of -
Pitkin Counry,Colorado that the Board is opposed to Amendment 11 and urges all voters to vote
nv on this initiative in order to save our nonprofit agencies and to ailow them to continue to
provide essential community services. :;~
