THE TOWN OF SNOWMASS VILLAGE ENDORSING WITH CERTAIN CONDITTONS THE .

TRANSPORTATION, FEDERAL HIGHWAY ADMINISTRATION, AND THE COLORADO

! ("CDOT") pursuant ro the National Environmental Policy Act and the Department of
. � Transportation Act for the State Highway 8Z Entrance to Aspen Transportation Improvement
� Projecr,and
i �VHERt:AS, a Draft Supplerttentary Environmenral Impact Statement and Section 4(�
Evaluation("DSEIS")was issued on July 13, 1996,as a supplemen[to the DEIS to evaluate four
� ; additional transportation altematives for the State Highway 82 Lntrance ro Aspen Transportation

iImprovement Projecr,and
WHEREAS, the Board of County Commissioners of Pitkin County,and the Councils of
,I [he City of Aspen and the,Town of Snowmass Village ("Elected Officials") have carefully
revie�ved the four additional altematives considered in the DSEIS and all supporting
i documea[ation,reports,analysis,and board and commission comments;and

WHEItEAS, the Elected Officials have determined at their meeting of August 22, 1996,
that the "Modified Direct Alignment" with a cut-and-cover segment is acceptable,as long as no 1=

rnore than two widely-separated traffic lanes are constructed and a double track rail platform is '.
provided;and
WHEREAS,this alternative, subject to the conditions set forth below, is an integral part
of a valley-wide transportation system;and .
WHEREAS, this alternative, subject to the conditions set forth below, supports and
' maintains[he long-term financial sustainability of valley-wide RFTA transit service;and

WHEREAS, the DSEIS states that the altema[ive selected "is contingent on actions by
the City of Aspen, Pitkin County, Snowmass Village, CDOT, FHWA, FTA (Federal Transit
Administration]and the private sector.' (Entrance to A�en DSEIS,S-3);and

' WHEREAS, the Elected OfFicials desire ro communicate to the CbOT and FHWA their

commitment to undertake the actions necessary to implement the transportation solutions as

� proposed in the D3EIS;and

; WHEREAS, public comments are due by September 24, 1996.

i NOW, THEREFORE, BE IT RESOLVED BY THE $OARD .OF COUNTY
i
! COMMISSIONERS FOR PITKIN COUNTY, THE CITY COUNCIL OF THE CTTY OF
ASPEN, AND THE TOWN COUNCIL OF THE TOWN OF SNOWMASS VILLAGE,THAT
l. Introduction:The Elected O�cials re�ognize that implementation of the preferred .
alternative will require certain commiunents from and phased actions by the
govemmental entities represen.ed by the Elected Officials, as well as CDOT,
FHWA, FTA, and the private sector. To avoid unne�essary delays in the
implementation of the preferred alternative, particularly the highway component,
� �vhich could be caused by the inaction of any of the requisite participants, the I
Elected Officials, by this Resotution, desire to unequivocatly make the requisite "

commitments to ensure the successful implementation of the preferred alternative. -s

Simitarly,the Elected Offcials respectfully request that CDOT,PIiWA,and F1'A -
make similar commiunents, described herein as conditions, to ensure an orderly !" `�
a�phased progression towards implementa[ion.

2. preferred Alternative: The "Modified Direct" alignment as described in the ,t �
DSEIS should be designed and constn►cted with a!i deliberate speed; subject, `
however,to the conditions set forth below.

3. Conditionc: The recommended prefened alternative and the commitments set �s:.p.��
forth herein are specifically conditioned upon the following: , .
a. The Modified Direct Alignment with a cut-and-cover segment is acceptab[e,as .^
tong as no more than two widely-separated tra�c ]anes with adequate shoulders r
are constructed and a double rail platform is provided.
$
b. Vailey-wide rail is the preferced technology. The rail construction for each
segment shall proceed when the demand is demonstrated and flte funding is in
p(ace.
c. The rotat platform sltall be as narrow as possible, consistent u�ith community '
cfiaracter and the desire for the trave(lanes to be separated by a grassy median.
� d. The iocation of the rails(south vs. center alignment)will be deterntined with
extensive community involvement during the final design process.
�
e. Impaccs on open space and neighborhoods must be managed and mitigated.
f. Potentiai revenues can be developed to fund a valley-wide rail system if a
_ regional approach is taken. Project development depends on the deve(opment of
che funding plan.
g. CDOT and the impacted jurisdictions shall cooperate on project design and .
i implementation priorities.
h. The Entrance-to-Aspen project must be completely integrated with an
emerging valley-wide rail and bus transporta[ion system.
i. State Highway 82 from B�ush Creek Road to the Buttermiik Ski Area shaU be �
designed and constrocted to provide a platform for the extension of a rail transit �
system from the vicinity of the Aspen-Pitkin County Airport to the Bmsh Creek
Road intersection and beyond.
j. CDOT shall acquire as soon as possibie the propercy northeast of the Brush
Creek Road intersection (commonly referred to as the "Mills Propeny"), as �•

partial fulfillment of its mitigation measures required by the Record of Decision in
the Basalt to Buttermilk EIS for future construction of a multi-modal transfer `
center, and as panial fulfillment of its open space replacemen[ obligation [o be '�
required in die Enttance to Aspen EIS. �',.�;;
k. CDOT shall commit to developing the Park and Ride facilities, RFI'A
improvements,and other commitments made in the Basalt to Buttermilk Record of
Decision and as specified in the DSEIS.

I. Commiunent to the highest quality urban design concepts, including, but not
limited to curbed median and roadway edge buffers in lieu of concrete barriers , .
(known as °Type IV barriers"), where��er possible, in the center median or � ;
elsewhere, appropriate landscape treatments, and aesthetically chosen luminaires
�:
and traFfic signa(arrays.

4. Commitments:The Elected OFficials hereby commit to take the following actions
to ensure implementation of the preferred altemative as conditioned herein:
!
a. The Elected Officials commit to placing before their respective electors ,
whatever ballot questions may be necessary to obtain approval of the use of public �
• open spaces.
b. The Elected Officials shall immedia[ely beein development of a funding plan
which shail include paRicipation commitments from CDOT, dte Federal Highway
� Administration, the Federal Transit Administration, the City of Aspen, Pitkin ��
r.
� Counry,and other public and private sources for the full cost of the rail project.
c. The Elected Officials commit to placing before their respective elecrors
whatever ballot questions may be necessary to implement the funding participation
plan described in paragraph 4(b)above.
d. The Elected Officials wmmit to immediately seeking enabling legislation from
the State Legislature that would authorize the formation of a Regional
, Transportation District for tt�e Roaring Fork River Valley,and will work with the
Colorado Association of Ski Towns and other organizations to accomplish this
goaL
e. The Elected Officials commit to applying for additional funding from the State �
of Cotorado and the Federal Govemment per the plan as specified at paragraph �
' 4(b)above.
f. The Elected Officials commit to seeking additional funding from the private
sec[or in an amount per the plan as specified at paragraph 4(b).
