THIS CONTRACT, is roade as of tlie date last below signed between Pitkin Coanty herein referred to as �:<..
"County",and A Crrassroots Aspen Experience,hereafter referred to as"Contractor". Whereas,A Grassroots
Aspen Experience,a p�ivate non-profit agency,is providing recreational and self-esteem building experiences in i:"_:,..
the Rocky Mountains to econoroicaily disadvantaged youtU from America's inner cities and Native American :
reservatious,and whereas Pitkiu Couuty wishes to covtract for provision of these services: �'�'�'',

1. Couuty agrees to purchase and Contractor agees to funu.sh the following seivices hereinafter referred to �t

Provide individual and group support to local and nation-wide youth who are e�cperiencing �
crouble widi school or]aw enforcement agencies and aze identified as"at risk"
2. County a�'ees to purchase these services for the following targete+d groups: �
Locai and nation-wide youth who are experiencing trouble with school or law enforcemeut
. ageacies.
j 3. County agees to pay as services are provided as follows; �'

$1,000 to focus on local youth: identifying risk factors for predictu►g substance abuse and i
violeuce for local youth u�d provid'mg wiuter and summer programs for them. F
$1,000 to bring inner-city youth to Aspen. !
T1►e total amowit of tltis ona-time contract shall not exceed$2,000 maadmum.

December. The contraetor will provide County with a fnst quaRer repoR identifymg the criteria that wili

Section II. Contractor sUall: ,•' .��
1. Strictly adhere to ali applicabie federal,state, aud local laws or regulatious(inciuding Cowrty
Procurement Code)tliat tiave been or may Uereafter be established.
2. Hold and maintain for die term hereof die necessary licease(s)as specified under State law w6ici�
percnits tl►e pefforma�ce ofthe setvice(s)to be purchased Lereiu.
3. Shall maintaiu a sliding-scale fee schedule for its services in order to accommodate low income �'-' �
individuats. ' .
4. Subcoutracts utilized by tUe Contractor sUalf be subject to the requiremeuts of tUe Contract as "
listed here,and die Contractor is responsible for tl�e perfonnance of any subcoutractor. '
S. Abide by ail applicable provisions of the Title VI and VII of the Federal Civil Rights Act of
1964,Section 504 of tl�e Rehabilitation Act of 1973,and Title XX of the Social Securiry Act of �
1975 as revised. ,

7. Indemnify Couuty a�id tlie State of Colorado against any liability and loss agaiust all claims and
actions based upon or arising out of dawage or iujury,including death,to persons or property
caused or sustauied in connection with the perfonmance of tlds Contract or by conditions created
• thereby,or based upon any viola6ons of any statute,ordmance,or regulation and the defevse of
any such claims or actions;maintain insurance iu such types and amounts as are nacessary to Snd
tiris indemnity. To fiud iudemnification,Contractor must provide evideuce of tl�e following
insurance(naming Pitkiu County additionally iusured)wittun 10-30 days of execution of
coutract:
a. Statutory Worker's Compensation: �

i) Bodily Tnjury/Property Damage,
Combined Single Limit: $1,000,000
8. Maiutaiu service program records,fiscal records,docuweutadon and other records relevant to
_ tUis Contract for a period of five yeazs. The above shall be subject at all reasonable times to
inspectioos,review or audit by Federai,State or County personnel,and odier persons authorized
iu writing by the Comity.
i 9. Provide tLe purchased services at tUe location as showu as tlie address of the ConVactor or
wherever is appropriate for that se�vice within Pitidu Couuty.
10. Provide the service(s)descn'bed hecein at a cost not geater titau charged to other persons.
11. Provide a semi-annual evaluarion measuring the actual seivices provided against set performance
standards.
