1. Pitkin County has adopted revised Growth Management ���
Regulations of the Land Qse Code affecting Metro Area Tourist r `.

Accommodation Units pursuant to Ordinance No. 45-�. , .
2. The revised regulations contain substantially different
standards from those replaced by these amendments.
3. The Aspen Highlands Resort is currently in the Metro Area
Tourist Accommodation competition process and has unfulfilled
development allotments necessary to complete buildont of the
��, project. As a result, the Aspen Highlands Resort requires multiple •
year competition to accumulate adequate numbers of GMQS development
rights. The Board of County Commissioners has determined it to be
appropriate to adopt a policy statement regardinq the treatment of 1� '
,-� — those applications that have been submitted pursuant to the

existing Code but may be affected by revisions adopted in the new

applications pursuant to the GMQS regulation in effect on the date
of their 1993 GM4S applications. The number of allotments
available annually, the method for scoring, and the procedures for
scoring and allocating allotments shall be based upon the laws in
effect on the operative 1993 submission dates. Submission dates
