COUNTY COMMISSIONERS OF PITKIN COUNTY,
- COLORADO LIMITING THE USE OF PUBLIC �

FUNDS FOR TRAVEL TO STATES THAT I
� HAVE FAILED TO RATIFY THE ERA AMENDMENT �

TO THE U.S. CONSTITUTION

� Resolution No. 82 - 61
WHEREAS, inclusion in the Constitution of the United States is
the basic right of every citizen, and 1
WHEREAS, women have been and continue to be excluded from the �
• Constitution, and �
WHEREAS, Pitkin County views this exclusion of over one half of �.
the population of the United States from protection of the Constitution �
� as intolerable, and �
� WHEREAS, the people of the State of Colorado have spoken in favor �
�'� of the Equal Riqhts Amendment but are being denied the benefits of it �

# : because of the failure of three states to ratify, and a

� WHEREAS, at the present time, the following states have not ratified
the Equal Rights Amendment:

� WHEREAS, many organizations have adopted a policy of holdinq +

; conventions only in states which have ratified the ERA, thus providing y �
� incentive for other states to do the same, and �t
�# �WHEREAS, the Board of County Commissioners have been requested by ^
the National Organization of Women to do the same, which with certain � �
limitations, the Board is wil2.ing to do, � 71

:° NOW, TAEREFORE, BE IT RESOLVED by the Board of County Commissioners ��

{� this resolution, no Pitkin County monies shall be expended on out-of-state �

BE IT FIIRTHER RESOLVED that this prohibition shall not apply with �

respec� to those• expenses incurred (1) in the extradition or other.'.deTiVery j
of prisoners or (2) by County personnel or officers engaged in the � .

� � performance of official duties. � �

BE IT FURTHER RESOLVED that no Pitkin County monies shall be ;
expended on out-of-state travel, food or accommodations for County ±
officials or employees who travel for the pur.pose of attending meetings, �
� �
seminars, conferences or conventions unless sponsored by an organization �
. f
which has adopted the policy of schedulinq no further meetings, seminars, _
conferences or conventions in nnn-ratifying states in the future. 5

. BE IT FURTAER RESOLVED that the resolution shall expire on June 30, ?

1982, or on adoption of the Equal Riqhts Amendment, whichever first �'
1
occurs. �
"—!'� BE IT FINALLY RESOLVED that a copy of this resolution be forwarded

#� to the various County officials, department heads, and County agencies �
� �; as wel.l as to the Governors of the states identified above which have
� failed, at this time, to ratify the Equal Riqhts Aiaendment. �
