� RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS �
OF PITKIN COUNTY, COLORADO I
ADOPTING A FEE STRUCTURE FOR THE PROCESSING �
OF LAND USE APPLICATIONS

' Resolution (do. 81 - 128 � �
� YlHEREAS, the Board of County Commissioners (hereinafter referred to as
�
the "Board") in consultation with the County`s Finance Department and Planning +
Office has determined that the current fee structure for the processing of Land �
Use Applications contained in Resolution No. 81- _does not accu'rately reflect �'s
� ��,;
the costs incurred by the County to provide the necessary level of services associ-
ated with the Land llse Code administration function: and
WHEREAS, the Board of County Cortonissioners desires to increase the fees for
the processing of such applic ations to offset 100 percent of the total costs of �
� the Land Use Code administration function; and �
= WHEREAS, the Pitkin County Land Use Code establishes the following categories �•
�,'� of review processes with regard to Land Use Applications: �

I,IHEREAS, the Planning Office has projected the total cost of the County's �t �
Land Use Code administration function, which inc]udes the cost of processing �
land use applications, responding to routine public inquiry and initiating �
� !
routine code amendments, and �
WHEREAS, the Board has determined that a "Base Fee" should be established �
� �
for each category of review process which when applied to the projected 1982 �
number of land use applications will have the effect of offsetting 100 percent � �
� r
� of the total cost of the land use administration function, and '1
4�HEREAS, the Planning Office has reviewed the average time historically �
required to process land use applications and has identified that number of '

W1IEREAS, the Board wishes to provide for "Additiona7 Billings" to cover the i �
additional costs incurred by the County when the processing of a Land Use Appli- i
cation by the Planning Office takes more time than is covered in the base fee `
structure. � -
' � NOW, THEREfORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin `

and ti�at "Additional Billings" shall occur commensurate with the additional costs �
� incurred by the County when processing of an Application takes more time than is � -

• � covered in the "Base fee".
BE IT FURTHER RESOLVED that the following guidelines for the administration
f
of the fee structure hereinabove described are established:
(1) In no case wi77 the fee charged be less than the applicable "Base Fee" and �
(2) Fees charged for the processing of applications which fal] into more � �
than one category shall be cumulative, while the fees charged for the '
processing of applications within fihe same category shali not be
cumulative, and �
(3) "Additional Sillings" will be based solely on processing time spent by �
members of the Planning Office in the processing of an application, and � �
(4) "Additional Qillings" will be calculated at the rate of $145.50 per hour of �
Ptanning Office staff time, and
(5) The Planning Office shall establish appropriate guidelines for the �
coilection of "Additionai 6illings" as required, and �

(6) This fee structure shall be reviewed annually in December of each �
year and adjusted a{�propriately, such adjustments to take effect j.
