4k"-` THIS AGREEMENT, made hy and between the City of Aspen, Colorado, a Municipal

Corporation, and Home Rule City, created pursuant to Aritcle XX of the Colorado
- "� �' Constitution (hereinafter referred to as "City"), and the H074RD OF COUNTY CbMMZSS20NERS
- OF PITKIN COUNTY, COIARAW, (herei.na£ter referred to as "County").
,� W I T N E S S E T H :
� WHEREAS, both the City and County provide building inspection, and
` �
„ WI�xEAS, the staffing of these twa separate o£fice are small enough to
�
make them wlnerable in providi.ng top-level service due to turnovers, lack of
qualitied, available personnel, etc., and
�k'. WtiEREAS, the separate building inspection offices generate revenues approxi-

� mately equal to their annual operating expenses, and

�".z�.` WHEREAS, the functions of the separtate City and County offices are similar
' - in nature, and it would be in the best i.nterest of the residents to make even more

� '' consistant the permit requirements in the C9.ty and County, and
� " WHEREAS, a consolidation of the building inspection offices would more �.
��' efficiently carry ovt those tasks to the point where zoning enforcement and fire
Marshalling duties could be incorporated into their responsi.bilities,
� NOW, TFIEREFORE� THE CITY AND COtJNTY AGREE AS FOLLOWS:
A) There is hereby created a Joint-BUilding Inspections office, responsible
for all enforcement o£ the Uniform &uildinq Code and local amendments through
' plans checks, issuance of building permits, fire mazshalling duties,
.�r� zoning enfor�ment and regulation, and all other associated duties formerly �'

`t� carried out by these two offices.
B) The complement of this new office will be four (4) building inspector II's,
one (1) Chief Building Inspector, one (1) fire marshal, and one(1) secretary
ii position as de£ined in the County Pezsonnel Manual. �
C) Zoning enforcemenC shall be handled through the addition of one additiona2
staff position, to be filled at the discretion of the City and County Managers. �

D) The employees of this new office shall be County Employees, entitled to all �
rights, privileges and benefits associated with and normal2y granted to all )
other County emp2oyees. The sole exception to this is Clayton Meyring, who ,

shall remain a City employee so as to preserve his current retirement benefits. i

E) The Chief Building Inspector shall be accountable for all personnel beiag
supervised by hi.m/her, and shall report directly to the City and County
Managers.
. -- F) Managerial disectives and control over the (�ief Building Inspector, including �
but not limited to probationary review, merit raises, periodic performance
? appraisai, etc., shall he agreed to at the discretion of City and Cotutty i

Managers.
G) All receipts shall be oullected bythe County Treasurer. 7he net of revenues ��

' and expenses generated by the office annually will be shared equally by the ;��
� City and Coimty. Water Plant InvesUnent, Park Uedicaiton or�any other
special fees now in existance or ordained at a future date applying to �
either the City or County only, shall be refunded back to that entity, and
accnimted for independent].y of the common fees. Administration of the Finances '�
, � for this deparmEnt shalt be handZed by the County Finance Office at no

� additional expense or charge to the City. The Coanty wi12 provide the City
� with monthly reports showing depaztmental revenues and expenditures.

and will expire upon the expiration of the calendar year 1981. :'
