T'he residents of the Pitkin County portion of the Owl and Spring Creek Watershed desire to form an officially recognized caucus. The identified bounclaries of the ! Caucus are all properties within the Qwt and Spring Creek watersheds, including those 4��=�' properties to which access is achieved by Owl Creek Road between the point thereon that is 1.2 mites from it� intersection with Highway 82 and continuing thereon to the boundary of the Town of Sno�+mass Village. r,.! � Z. Artic(e 4 of the Pitkin Counry Home Rule Charter provides that a caucus may ;;-�; , , be established by setting a meeting of the residents in the designated caucus area at which •• caucus focmation information is provided and a formation vote is taken;notifying alt residents, � homeowners and non-resident real property owners of said mee6ng; and adopting operadng procedures and by-laws at said meeting. A copy of the approved by-laws are attached as Exhibit A. ��'; �; _ 3. The residents of the Pitkin County portion of the Owl and Spring Creek , Watershed have satisfied all the requirements established in Article 4 of the Pitkin iiome Rute : Charter regarding caucuses. ,`;� i;. CAUCUS AREA . . :'a. , � The boundazies of the Owl Creek Caucus area shall be all properties within the � , } Owl and Spring Creek watersheds,including all those properties W which access ��� is achieved via Owl Creek road beginning at a point thereon 1.2 miles from its intersecdon with Highway 82 and continuing thereon to the boundary of the Town of Snowmass Vitlage as it intersects Owl Creek road. I` _ �'�� MEMBERSHIP The membership of the Owl Creek Caucps shall consist of all the qualified electflrrWTio reside in the caucus azea,together with the resident and nort-resident ��- -owners of real property within the caucus area. ,� ; � , / ` . � i. .
