RECITALS .:4uf.,:;.
1. The Pitkin County Soard of Commisszoners has helped to create }
and fund the Community OEfice for Resource Efficiency ("CORE") � _
� to promote water and energy efficiency in the Roaring E'ork Valley. {,� ;.;
� ! 2. The Board believes that non-polluting, renewable energy ,� �
zesources must supply a greater.portion of our enerqy, and ;�17,�' '
( that the negative impacts of some current forms of electricity -
production, including strip mining, acid d�position in the Mt. �9 :
Zirkel Wilderness Area, and the possibility of global climate -��;
change are serious threats to the natural environment and �
well-being of £uture generations. ��
• 3. As the cost of wind power and photovoltaics has dropped, the f,
price difference between conventional and renewable energy has !�
shrunk. Renewable energy is still not cheapest, but it fs
cheap enough that some citizens, businesses, and governments
would purchase it if given that choice.
4. Buying renewable energy is now one of the least expensive and
easiest ways for a family or business to make dramatic
-•;; reductions in its energy-zelated pollution.
.,=� 5. Renewable energy production incentives in the Federal Energy
Policy Act of i992 have created a "window of opportunity" to
begin developing Colorado's abundant, untapped, and
� increasingly cost-competitive wind and photovoltaic resources.
6. Given these facts, the Board believes it is wise and timely
' to harness the power of fzee markets, customer choice, and � / .
;y� �� social responsibility to accelerate the development of
- ; renewable energy. .�.
NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of 1! '
ti. - �COmmissioners that the Board strongly encourages Holy Cross
Electric Association, and its wholesale power provider, Public y•
Service Company of Colorado, to create a new, voluntary "clean ,'�-
_ power" option for electricity consumers in Pitkin County, t'-� ! '
