2. The Applicant's lot is zoned AFR-10 and is approximate2y

4. The Planning and Zoning Commission reviewed this

complies with the criteria set forth in the Pitkin County Land

a. The access driveway to the proposed primary building
envelope shall be relocated pursuant to the
recommendation of the Planning and Zoning Commission
(see Exhibit B, attached). �
b. Building envelopes shall maintain a minimum 20 foot �
setback from riparian and wetland areas and shall
be so noted on the Site Plan.

3. The Applicant shall obtain an access permit from the Colorado
�:� Department of Transportation, prior to issuance of a building
permit. The access driveway shall comply with all applicable
County road standards.

1995, on behalf of Mr. Pfanenstiel, for a jurisdictional - ��:
determination on Pfanenstiel Lat Parcel in Redstone. The • �,;
property is located along Coal Creek in Section 17, Township 10 . "�
� •South, Range 88 West, Pitkin County, Colorado. .

Based on a site inspection by Mr. Michael Claffey of this !_i`�
office on November 8, 1995, we determined that your wetland
- . boundary delineation is accurate with minor revisions. Those
- revisions were made in the field during the site inspection. The �".
plan referenced helow is an accurate depiction of the limits of
, Federal jurisdiction under Section 404 of the Clean Water Act.
The plans are labeled:
(No title), Surveyor: Hiqh Country Enqineers, Date November 27,
1995, Job No. 94668.13.
The plans indicate that the purchasers of this lot will
construct a driveway to a single family buildinq envelope across i'
the narrowest portion of the wetland. To avoid direct impacts to ;
the wetland, they propose to sran the wetland without a discharge rl �
� a fill material into wetlands. This type of crossing does not w
:.��_ require a Department of the Army permit. , 'y

Your letter requested that we comment on the two building ;
envelopes uader consideration and the presence of debris flow :t
• events in the Coal Creek basin. The primary building envelope � ,
' along the hillside is preferable as the riparian corridor along ;
Coal Creek would be maintained to some degree. The hillside ��""+�.}
envelope is more preferable when considerinq the chance of a
major debris flow event in Coal Creek. Although hoth envelopes ��
appear relatively safe from normal flooding, a debris flow event ;�
could create a new channel in the riparian corridor creating a �";`.,
greater hazard for the accessory envelope along the valley floor. (� '"�
