The Southern Pacific Railroad has declared its intenF to abandon the ackive line from ' Sage to Leadville, Malta to Canyon City and N.A. )unction to Towner. This adion wiil # � ' eliminate existing rail service,and potential rai)service,from Dotsero to Canyon City and f from Pueb(o to the Kansas Border. 2. This rail traverses the seven counties of Eagle,lake,Fremont,Pueblo,Otero,Bent and Prowers. ' i�.� 3. The rail line directly connects over forty communities along its route. �- � � l� 4. It is a vital transportation tink for the whote region and the State of Colorado that � ' remains under utilized as a result of the Southern pacific management practice of �; discouraging local, regional and passenger traffic. " _ � 5. The State of Colorado{�as transportation needs estimated to cost$37.55 billion by � the year 2015, with funding in place of$19.18 biltion for this same period. �, ,r� <.,°,� 6. Transportation is the leading issue in Colorado. � t 7. Zransportation is also vital to the communities which iie along the route of this rail � - . � line. The preservation of this now under utilized resource is central to the ability of the � State and region to meet its transportation needs now and in the future. Loss of the line will immediately cause additional traffic to be foisted on an already underfunded State Highway ��,� system, while obliterating an asset that can assist in relieving the State's transportation ?� • -� --- funding dilemma by providing already constructed capacity. � : � i` ; ' .`.� l NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of � � _ I Pitkin County,Colorado, that: � . � �I �' � 1. We oppose the abandonment of the line from Sage to Canyon City and from N.A. � t �1� Junction to Towner. This operative line is an essential transportation link for the region and the State of Colorado. It would be reckless to lose this irrepfaceable asset, in light of the over$17 billion shortfall in funds available to address State identified transportation needs over the next twenty years. Once lost, this right-of-way can never be reassembted, or ! , � utilized to its fullest capaciry,to address transportation needs. We object to the merger of the Southern Pacific and Union Pacific railroads,so long ' '�� ` ;� as this rail line is proposed for abandonment. �,_s:' �s� � ,I'*i' 3. We support the creation of a funding source to assist in the preservation and ;� enhancement of this corridor as a regional and State asset. Uses include the shipping of � '�;;:�is,� locally produced goods(especially on the southem half of the line);a recreationa(ameni„� '� °�-�' `7 4� and the establishment of passenger services in more densely populated areas, such as ��� ,_ ! Minturn to Leadville. : �-�;t:;,:�. 4. House Bill 1174 provides for approximately$109.9 million in General Fund moneys � �4�j; for transportation purposes. We support amending H.B. 1174 to set aside 10°k of its funds ;^r � _ annually for the preservation and enhancement of rail corridars.
