No development, including grading and vegetation removal, " shall occur outside of the building envelope other than the access road improvements, grazing, removal of standing dead trees and fencing meeting DOW standards. The applicants shall pay all costs associated with the acquisition, reconstruction, and maintenance of the power - line (from the wash plant site to the subject property) in accordance with the "line extension agreement" between the applicants and Holy Cross Electric Association. - 14. Stream banks which have been disturbed as a result of the � installation of the culvert shall be stabilized. Prior to + -?a issuance of a building permit, the area immediately around �� the culvert shall be stabilized with rip-rap. The rip-rap i shall extend all the way to the bottom of the stream channel and shall cover an area 4 feet in diameter around the edge of '; ._. the culvert on both the upstream and down.stream side of the j roadway. All other stream bank areas in the vicinity of the �`:I`, i road improvements which were disturbed during construction or � are otherwise void of vegetation shall be revegetated within �':' � one year of the date of this approval. + �. ; .
