• WHEREAS, the Board of County Commissioners believes that the use � ' _

of fireplaces, wood sCOVes and othei solid fuel burners has contributed
f
iti to the degradaYion of air qualiCy within the more densely populated x
�� areas of Pitkin County; and
i WHEREAS, the Environmental Protection Agency indicates that airt3ght
;� wood-burning stoves, as commonly operated to heaC a home, emit significant '
- + � amounts of carbon monoxide and particulate atattet; and
�� � WNEREAS, the County Conunissioners of Pitkin County believe that
� the number of such solid fuel burners should be limited; and
� WHEREAS, residential coal-butning appliances cause significantly
� more air pollution than other solid fuel burning devices and the County i
Co�issioners wish to prevent coal-burning from becoming a problem
now, before significant numbers of people switch from wood-heating
�
to coal; and
TdHEREAS, certain zone districts and other areas within Pitkin
County involve high densities of human activiCy where air pollution is '"' '

� or may become a significant problem, it is hereby a finding that the �5� '

Idensities allowed in zone districts R-30, R-15, R-6, SR, AF-2, AF-3,
+ AR-1, AR-2 H.D., T, B-I, B-2, I, and PMH; and in all subdivisions in

� a. In areas of Pitkin County within zone districts R-30, R-15, j.;

Environmental Health Department (hereinafter referred to as the

Department) has certified that that device has particulate
eraissions less than those specified above. The Department will

�, so certify any device found to have the =equired emissions pto-
� vided tests are conducted by an independent testing 1ab using

�^ the Oregon Method 7 and operating procedures as determiaed by
:i
,r�, the Oregon Department of Environmental Quality or an equivalent

conducted at a low-medium or lower burn rate.
