At you.-_ regular meeting on November 14, 1983, a public hearing was
held to consider two docurt,ents prepared by the Engineering Department,
these being the Road Standards and Specifications and the Road Manage-
ment Plan. At that time, you raised both technical and policy con-
cerns regarding their adoption. You, therefore, continued the public
hearirig until such time as a work session could be held to review
both documents in greater detail.

�t that time, you agreed to move forward with adoption of the Road
Standards an3 Specifications, while sending the Roa3 Management Plan
back to staff for a thorouyh rewrite. Both the Engineerinq Depart-
- ment and the Plann�ng Office have initiated the work associated with
redrafting the plan.
R.on Thompson informs mc tl�at three additions have bEen made to the
Road Standards in response *_o issues aired at the work session.
First, language has becn a��ed w.ith respect to roads built in moun-
tainous terrain to a�•oid a replication of the kind of road cut we see
� for Star Mesa. S?cond, a limitation has been placed on accep':ance of
roads for maintenance �uch that no road in excess of eight percent
grade will be acceptec9. I'inally, a new section has been added to the
document which identifies roadway landscaping quidelines. Ron has
attached excerpts from the document which address the areas with
which you have been concerned.
The Planning Ofilce believes it is appropriate at this time to move
forward with the adoption of the Road Standards and Specifications.
This document is used by thc Engineering Department in the design of
public road improvert�ents as well as in the review of develo�ment pro-
posals by private applicants. The need for adopting the new standards
is so as to eliminate the bias of the current standards towards
urban, "Front Range-st}�led" development, and thereby to better reflect
the rural character of Pitkin County.
The attached resolutian from P&Z recommends that you adopt this docu-
ment via several changes to the Code. The resolution also recognizes
the fact that we have not updated the reference section of the Land
Ose Code in many years and therefore identifies numerous recent plan-
ning documents for incl.usion as basi� reference materials.
The Planning Office recommends your second reading approval of the
Code Amendments to adopt the Road Standards and Specifications and to
update the reference section of the Code. we recommended that you
eliminate any referencc in y�ur approval to the changes associated
with the Road Management Plan.
