�F WHEREAS, Pitkin County and the City of Aspen have filed a joint application ;�.
�'�= requesting special review approval for the instatlation of a hydroetectric
tr:
Y� generation facility to be installed within and adjacent to the existing Reudi d;
;� Dam at the confluence of Rocky Fork Creek and the Roaring Fork River, and
;
` WHEREAS, the Dam and related structures and facilities were authorized by
,:
the U. S. Nouse of Representatives Document No. 351 (86th Congress, 2nd Session,
March 7, 1960), and '�
�• WHEREAS, a public hearing was held with respect to the above-described

application before the Board of County Commissioners at their regular meeting �;';
vn April 25, 1983 at which time evidence and testimony were presented with
respect to the proposed special review use.

NOW, THEREFORE, BE IT RES6LWED by the Board of County Commissioners of f»`
Pitkin County, Colorado that it does hereby grant special review approval for �;
�:= ';>:
the installation of a hydroelectric generation plant to be installed within �, �-=
r;
and adjacent to the existing Reudi Dam subject to the following conditions: ��
_ �::
1. Any diesel-powered vehicle operating in Pitkin County below 8,000 `'�
feet mean sea 7eve1, performing contractual work for Pitkin County !:
shall meet the following emission standards:
�.;:- .

- It shall not emit any air contaminant which is of such a shade
or density as to obscure an observer's vision to a degree in ��
excess of 30 percent opacity averaged for any 15 second period. � '
- It sha17 not emit any air contaminant which is of such a shade
� or density as to obscure an observer's vision to a degree in
excess of 30 percent opacity more than once in any 15 second
period. � ;
;� 2. The County staff shall be responsible far settin9 up monitoring �;:;;.,_:;
programs to ensure water quality.

�� 3. All runoff from disturbed areas shall be contained in settling ponds ,
j prior to discharge into the river.
4. A temporary cobberdam shall be built prior to stilling basin expan-
sion to ensure that excavation impacts are isolated from the Frying
Ran riverbed.
� 5. All representations made in the application shall become a permanent
condition of approval.
6. A revegatation program for the reclamation of the staging area and a
description of the necessary access road improvements shall be
develbped by the County staff.
7. In the event employees are generated by this project, there shall be
evidence that they are housed. ;
