True noted for the record that this might have a personal impact on him. ; COMMI88IONER COMMENT$ i ' � Ethridge noted that the Board of County Commissioners directed 3 staff to crank up the flood and mud task force because of the � potential o£ a flooding in the area due to the amount of heavy [ snowfall. iChild reported that at the Smart Growth meeting held in Vail, there � � was a committee established of 13 citizens who will come together . ' 4 from the 13 counties represented at that meeting who will come up ' with ideas to send on up to the state level. He said as proposed, the homesite will be close to other existing homesites "=';r�"'' and therefo�e, basically all the three disturbances will be clumped in one spot and he thinks that is the best alternative. `� ,�r: . r,=:`• i A discussion ensued with regard to whether another site, as �`�: ` � proposed by Ethridge, would be a better site than the one proposed - g'.� -:: ; by the appl3cant, with respect to the wildlife issue. : �:;��., I-'s:�?i Wright explained that it does not make any difference from a �i: •. wildlife standpoint. Wright said with regard to the house size issue, it all revolves around how the structure is built, and how ��° much activity there will be with that structure. He recommended ,��r1 that the home be of low profile and that the homesite be tucked in i. � j and natural vegetation be used to screen the structure. Also, with I reqard to the lighting, he thinks that can be worked with such as L '.�� "� limiting the amount of windows on the side that faces the area y � where the elk use more, limited outside lighting, etc. j 4 Ireland asked Tom Cardomone if the house size made a difference ` given how close it is going to be to critical wildlife habitat? ;a, '. Cardomone respon@e@ that from the research he has been able to do, ' - he can't find any evidence or proof that house size has an inPluence. He said he finds himsel£ not disagreeing at all with anything Kevin Wright has said. He said it really has to do with r . � ` many other factors such as disturbance during construction, human •'� ' activity, liqhting and removal of vegetation. John Young, representing the adjacent owner, said that Wayne's suggestion of moving the homesite, are very problematic to his client in terms of the quality of life from the two homeowners. He thinks that clustering them together as has been suggested, � � makes the most sense and requested that the Board approved the a; building envelope as proposed by the applicant. � - ' n ,, : � ! They hava not been in a position to proceed � because they don't have a location to put that cabin into right now. Also, they have not wanted to proceed, because it is not '? j their desire to do anything up there this time of the year, because � it could have detrimental impacts on wildlife. He said the i � objective is and when the agreement was entered into, was to � provide an expeditious and well timed transition between what has � been the existing cabin and what will be the new location. At this 4 point in time, tl�ey don't even know where they can plan to move � it. He said as they sit here today, they are four months delayed � through no fault of theirs. He requested that the deadline be - - ! extended for removing the cabin and repairing the site through the - first of October. He has talked to Kevin Wright about this and he • told him that there would no negative impacts to wildlife if this request is granted. ; A discussion ensued with regard to the applicant's request for an -. extension of time to move the existing cabin. ;` '{ _---- � ; Ireland said he would be willing to approve a temporary site for the Morgans to move the cabin to until they can do something with it. Ireland offered a 7500 square foot homa on the site proposed by Ethridge or approval of a 6,000 square foot home on the site choaen . � by the applicant. There was no motion out of this suggestion. From a wildfire hazard perspective there are fewer hazards with the new site than there are with the y��; cabin's present location. j The new site has less slope associated with it and is further ��`� ! back from the steeply sloped pbrtion of this lot. Additionally, - ! the new site has the advantage of the access road and irrigation I ditch below the cabin, thus serving as a fire6reak for any t wildfires moving upsiope. Many of the asoen stands in this area have an unusuai understory "+:� of serviceberry that makes what we would consider a low hazard �"r fuel , a moderate hazard. The site shown to me does not have this • understory, but is forested with sapling size aspen. Standard defensibie space clearing and thinning guidelines would be adequate mitigatian on this site. ! -Removal of all vegetation within 10 feet of proposed structures and maintenance of this "defensible space" area in mowed grass or ' non-flammable material such as decorative rock or gravel. � _ , ..---; 1. ' -Thinning of aspen trees in groups will 6e necessary around the oroposed structure due to the density of this immature stand. 8uch group selection removaT will break up the current horizonta"1 k and vertical continuity of fuels. � _ I - Thinning should be designed to leave clumps of aspen where they I' � are most desired for landscaping or screening, while breaking up ! the horizontal continuity of the trees across the property. � Clumps of aspen that are retained should 6e less than 30 feet in diameter.
