The Special Review status of ski areas in the AF-1 zone 11 ;.;'` tends to incrementalize the review of changes to the ski � area. The AF-SKI zone will allow both the Applicant and the - � County to look at the entire ski area at one time and to ,: ; make planning decisions on a more infocmed basis. t° :r � ; ; 2. It is intended that -- the AF-SRI designation only be applied to lands which are _ - � used primarily for skiing and cross-country skiing, although . these lands are often also subject to a variety of othet uses permitted or approved by a federal or aimilar public �, `�: agency, such as grazing, hunting, and passive recreational ';.� nses. It is further intended that development activity on a such lands be contingent upon the adoption of a master plan -�t>���`': ,.� for their future use, all as provided in greater detail in - '� � the provisions which follow. It is finally intended that _ `: i the AF-SKI designation only be applied to ski areas which � comply with the goals, policies and objectives of the , - > Community's comprehensive plan, including, but not limited ,;r;: to, the Growth Managenent Policy Plan, as �nended. ,;•.::• , - '± (b) Master Plan is required for any development to occur � t • (1) An approved master plan is required for any develop- ment in the AF-SRI zone to occur from the date of adoption of this zone district forward. The master ' � plan shall be a document which comprehensively addresses all existing facilities and all proposed future develop- - ment within the land zoned AF-SRI. �;I� ;}:"-- _ � f q (2) The standardized report format for the master plan f i shall be as shown in Appendix E of this land use code. �p j (3) The time frame of the master plan shall be no less C_ � than 5 years nor more than 10 years. The applicant [�:.`,: � shall establish general time parameters for construction 1 activities. At the master plan stage, the particular � activities that have a substantial impact on County infrastructure, such as an activity that increases the ���*=``�_:"�.'1 skier capacity of a mountain (as defined by the USFS or ' :'� the County) , shall be noted. As to those items, if there is any substantial variance between the proposed 3 ' ' activity and the actual construction thereof, the applicant shall return for further review prior to `,f construction. The review criteria for this determination shall include but not be limited to the - following: :_.�! BE IT FUR�ER RffiOLVED that the Board does hereby repeal and re- ,._., enact Section 6-3.2(b) of the Land Use Code to read as follows: � � "(b) The applicant must provide a certificate from a licensed title insurance company or attorney, which certificate shall set forth the names and addresses of all owners of the propexty including - all owners of mineral estates, including mineral leases, mortgages, judgments, liens, easements, contracts, and agree�nents of record in the County which shall affect the title to such property, and which certificate shall reflect that there is an established easanent at least thirty (30) feet in width for ingress and egress and utilities to the property from a public road. Addition- - ally, the applicant shall provide evidence establishing tYYis interest and right to use t2�e property. �="` The applicant shall also supply the names and addresses of all holders of mineral estates (including mineral lessees) in the "� property, and of adjacent land owners (including tl►ose separated from the property by a public road or right-of-way) .
