. ,� WHEREAS, a public hearing was held before the Board of County

Commissioners of Pitkin County, Colorado (hereinafter "BOard"), at
•,¢_=� their regular meetinq on November 12, 1984, at which time evidence and
;�:� testimony were presented with respect to El�n Construction cosnpliance
;��,� with the conditions of approval contained within their Special Review

;'=,'.� Permit and with respect to access alternatives which the Applicant _
