; RESOLUTION NO. 84- 105
WHEREAS, the 6oard of County Commissioners of Pitkin
County, Colorado, deems it necessary and advisable that provision
- ` :� be made for the acquisition oE land for, and construction of, a
replacement county shop building; and
WHEREAS, the total estimated cost of the proposed county
- building improvements is the amount of $2,175,000 and the Board
of County Commissionecs has determined that it is necessary to
'x issue general obligation bonds of the County not to exceed
�.,�r
$1,800,000 for such purpose; and
- WHEREAS, the maximum net effective intecest rate to be
;:::'''=::r paid on such indebtedness shall not exceed Z5.008 per annum; and
"' WHEREAS, Section 9.1.1 and 10.1.1 of the Pitkin County
- ""f Charter provide as follows:
"9.1.1 Limitations �pon Tax Levy: No increase in the
� "_ "`� rate or levy of any tax imposed or collected
''�v� by the County of Pitkin shall exceed the levy
-:- � or rate of the tax imposed, levied or °j
;�:;�'?.'� collected during the calendar year 1979 and no
" ?`'�'' ' ` new or additional tax may be levied or

THEREEORE BE IT RESOLVED BY THE BOARD OE COUNTY
COMMISSIONERS OF PITKIN COUNTY, COLORADO:
! Section 1. That the Board oE County Commissioners of

,� Pitkin County, Colocado, deems it necessary to issue bonds of the
County in the principal amount not to exceed $1,800,000, for the �
' purpose of paying the cost of the acquisition of land for, and
- � construction of, a replacement county shop building. The maximum
net effective interest rate to be paid on such bonds shall not
`;`.::"' exceed 15.008 per annum.
Section 2. That at the general election to be held in
_:':;.1 the County on Tuesday, November 6, 1984, between the hours of 7:00
; A.M. and 7:00 P.M., of said day, there shall be submitted to the

- �' ! registered qualified electors of Pitkin County, the question of
� issuing bonds as more pacticularly set forth in this Resolution.

:] Section 3. The votes for and against the question of

�:; issuing bonds shall be registered on electronic ballot punch cards
� and the County Clerk shall cause the ballot punch cards to be �
�r:,• : prepared and furnished to the judges of election and to be then

furnished to the electors. Each of the electronic ballot punch
�`�f�'�:+.:.' cards shall allow each elector to vote on the fol2owing question

- in addition to the other offices and issues to be voted on at the
general election: •
, "Shall the Board of Couoty Commissioners of
Pitkin County, Colorado, be authorized to -�

-;`'� Equipment Law as set forth in Title 1, Article 7, Part 5, Colorado

the same question as set forth in Section 3 hereof. The question
;� shall be integrated within the absentee voter electronic ballot
� punch cacd used for the general election by Pitkin County on `�

i YI be cast unless the person offering to vote shall be a registered '

qualified elector of the County. A qualified elector shall
include any person who has complied with the registration laws of

the State, and who will be at least 28 years of age on the day of '

< _� the general election, is a citizen of the United States, and who

q � has resided in the State of Colorado and in his or her general

l election precinct within Pitkin County for at least 32 days

immediately preceding the election.

� bonds shall be conducted by the Judges designated for the general

r -� aforesaid shall be canvassed and returned and the result thereof
detetmined and declared in all respects as nearly as may be in

� Such election notice shall be integrated within the notice of

' to vote on the question of issuing bonds, but will be unable to
appear at the polls on election day, may make application to the
'`r' ' County Clerk and Recorder of Pitkin County, in Aspen, Colorado,

_ for an absentee ballot on which to record his or her vote on said
j question, To the extent, in the manner and within the limitations

�.:• and regulations established by law, the County Clerk and Recorder
