�� public debate, and deprives'the public of opportunities to :

That the Board of Pitkin County Commissioners does hereby
proclaim its support of any legislative initiative which would
replace judicial appointment of Water Conservancy District �

Directors with an electoral process which would allow for regular I

elections of Water Conservancy District Directors by the qualified

residents of that DistriCt; ' !�
