after the "Applicants") submitted a Special Review application to

��:;_;; establish a sand and gravel pit, asphalt hot mix plant and concrete

^�'�� batch plant in the Woody Czeek area on a portion of a 73.5 acre parcel

;y;`;� now used by Pitkin Iron Eor an iron ore loadout facility and by Mountain
Mobile Mix for a concrete operation; and

�x�:�� WHERSAS, the application was reviewed by the Pitkin County Planning i

- and Zoning Commission on May 22, 1984, at which time the Commission

�:::% did recommend the denial oE the application; and

� WHSRBAS, a public hearing on the application was held on June

.. u x� 25, 1984, before the Boacd of County Commissionets of Pitkin County,
''�_�`� Colorado (hereinafter the "BOard") at which time evidence and testimony �;}

{ ~ were presented with respect to this application; and
� '� WHBREAS, based on the evidence and testimony, the Board did
'i��� � make the followin findings:

'.`== � 1. The ptoposed use of the property would be incompatible

` r� with the stirrounding residential lands in terms of land
� use, traffic, dust and noise.

" � 2, The cumulative impact of the pre-existing industrial uses

place an intolerable environmental and social burden on -
� the residents ot the Woody Creek acea and would degrade ,� _ :
� � the quality of life for the many persons who have established �
,+.: _ � homes in this area. I'

r" 3. There are many technical aspects of the application, including 3
traffic generation, impacts of the conveyor on the Roaring ;3
� Fock River and detailed aspects of the operating plan which
�" _�,� have not been propetly addtessed or where the Applicants }s`.�
t�' were unwilling to accept conditions which might have helped 1�
{�r � to make the proposal mote tolerable. t.
�'�"'`t 4. The proposed use of the pro ert as a uarr would be incon-

'�'' sistent with requirements of Resolution No. 82-1I, permitting
�'1' the Pitkin Iron site, which states in part that "within

rrr ' one (1) year of adoption of this permit. Pitkin Iron will

�;.� submit a lettec to Pitkin County indicating post-mining
•�,��.'z use of the Woody Creek transfer site, showing how that
W,�y � site might be used in a safe, environmentally ben�gn manner
�r I in conformance with applicable zoning regulations.
