Commissioner Ethridge stated he would like to delete this issue from the ballot in
November. He feels it is not appropriate because the funds should be Yaken ovf of the i
County's normal operating budget. He stated this issue has been on hold for five years
and it can wait. 3

� ' Jack Hatfield,who is a representative of the Town of Snowmass,stated they are funding r. _

� Commissioner Ethridge stated he feets it is not appropriate to take a single,individual staff i
position to the voters. He thinks it is the County's responsibility to come up with the
funds and would tike to incorporate it into the County's budget.

Scott Smith stated resurfacing the airport runway will bring the runway back up to FAA

standards. This resurfacing would increase t6e strength of the runway to accommodate '�``
airplanes weighing 110,000 to 115,000 pounds. r� 'Y
__ _ A discussion ensued regarding different ways to resurface the runway. Also, they
discussed how much weight could be tolerated by the different methods oF resurfacing. � �

Les Holt,a member oFYhe publiq sYated he feels the airport will never see a 737 airpiane
fly out of the Airport because of the noise level. He soggested that Yhe County aliow an i.�
airline to bring in a 737 airplane and let it test fly in and out of the airport for two hours. 4
He says this will save the CounYy a lot of time,energy,and expense in determining how to �
improve the airport and whether a 737 airplane could feasibly fly in or out of the Airport. t y
. He stafed the improvements the County is now making on the airport wilt improva the
operation of the airport.
Commissioners Ireland and Tuite concuned with the idea of bringing in a 737 for testing �
purposes on noise level. �
� A discussion ensued regarding the pros and cons of widening and resurfacing the runway.
Commissioner Ethridge stated he is concerned abaut the improvements being made and
the reasons for the improvements. He stated he does not want to see the bigger airpianes '
coming in as he feels it would be detrimenYal to the communiiy. It would be too much �
growth for such a sma11 community. s
Lee Reynolds said the proposed improvements are safety improvements and they are also
a competitive issue. He said the improvements will have to be made eventually and they ;
might as well be done now when the expense would be lower than doing it in the future.
�. Commissioner Tuite suggested inserting language into the proposed language to quatify ! �
'+__ _ strengthaning the runway wiil not allow a 737 aircraft on the airport. �
Commissioner Tuite moved to Zdopt additional langu�ge drafted by the County
Attorney which woutd direct the additional capacity strengthening above 100,000
, pounds of the airport runway to not be published nor would the County
Commissioners scek to publish the information except by third vote. With a second ,�'.
by Commissioner Ireland,the motion plssed unaniinously.

Commissioner Ethridge stated his position on this issue is he is opposed to widening the � I
airport nmway. ;

A member of the public implored the Board to educate the public on this issue. He stated F " •'
- - the Aspen Airport differs From the Eagle Ai;port in that the valley is only a mile wide and � '`
at a much higher elevation. An airptane would require 30 percent mare runway to take off � ±
from the Aspen Airport versus the Eagle Airport. He wants the public informed about ; :
- what the differences are and the dangers involved. "`�`=�
j Commissioner Tuite instructad Scott Smith to research all the questions that were brought �'
i up at tonight's meeting. He stated he wants to hear from Scott Smith what it will take to �-
� get a 737 into the airport for testing purposes before the vote happens. �r :
Commissioner Tuite moved to approve on third and finnl reading the language for
the wide�ing question ot the airport runway. With a second by Commissioner True,
� the motion p:►ssed with three votes for and one vote against by Commissioner �

DESCRII'TION OF ISSIJE: Attached to this memo is the revised resolution that has
__. been before the Boazd on first and second reading aznending section 6.6.2,Section 5.1 and Secdon
5.2.3 of the Home Rule Charter. Section 6.6.2 remains in the sazae]anguage that was accepta6le
� to the Boazd on fust reading. Section 5.1 also remains in the form that was acceptable to the Board
; at first reading. Secrion 5.2.3 was changed to its current proposed language by the Board at second _
reading. A[second reading, We Board chose between two proposed versions for the change to

• Version I was selected by the BOCC. Section 5.2.3 as cuctendy proposed will allow the Z
County Manager to be responsible for hiring and firing decisions for all Counry employees,which �
would inciude employees working on the staffs of the independendy elected officials. As the Boazd i
laiows,this presents a very difficult situation for the Sheriff,as he is the only official in the Counry �
- government,elected or otherwise, who couid po�entially be personally liable for the acdons of his i
employees. �{� �
