Duntop stated the County has been able to accumulate $173,216.00 for the payback to the Open Space Fund of$212,000.00 and hopes to have it complete by yeaz end. Ms.Dunlop proceeded with her presentation as outlined in her Memorandum fo the Board dated December 6,1995. A copy of the Summary is made a part of this record as Exhibit"A". Blankenship is also :-;= meeting with the Transportation Authority for Eagle County to talk about how tl�e sales tax that ���`'�� was passed in November will be conferred to RFTA. RFTA has been told they will receive - approximately 90 percent of the amount collected in the Roaring Fork Valley apportioned to � Eagle County which is estimated to be about$135,000.00. The increases are attributable to greater amount of faze box revenue being received than RF'I'A estimated and the up-front payment from the ski company for the Two Creeks service. The resolution also reduces the aniount of prior year Operating Surplus required to balance the 1995 budget by$60,341.00. RFTA is also asking expenditures be . A year ago, the County approved some upgrades to the Highlands, � ; , including two new high-speed quad chairs to the top of Loge. , _______.___. Additional improvements approved were a mid-mountain maintenance � facility and some utility trenching but those items were not put in place. The Master Plan was put on hold at Staff's recommendation because part of the approval for the additional lifts required monitorinq during those last years before the 1995 • ski season. The Planning Commission reviewed the monitoring reports and was quite pleased with the survey. Staff has come up � with some recommendations based on the Planning Commission's ' review. Staff feels further review should be required for any activity that increases traffic. He is wondering if on high impact days when Y the lot is full, the average number of people goes up. That would � tell the Highlands too, when things are limited to people who are carpooling. The results of that site i inspection were to be dooumented by Mike Claffey and the Applicant�s representatives and forwarded to the Planning Office for review and assimilation. Staff pointed out a clearing to the west of the proposed accessory ;. ',�'� envelope to Mr. Claffey as a possible alternative building site. � y�: While this site appears to be removed from floodplain and wetland I• t-� areas, Mr. Claffey indicated that this site would not be advisable i � ' • as a residential site qiven it�s proximity to Coal Creek and the 3 above mentioned debris flow hazard. 'S Wetlanda -The Applicant is proposing to span a 20-30 foot section �' of the wetlands with a bridge. Mike Claffey indicates that crossing -.. the wetland in the area proposed by the Planning and Zoninq �� ,':�,-`� Commission and supported by the Applicant will not require an Army ;: . permit, provided there is no discharge of fi21 material into the wetlands. Mr. Claffey suggested that there would be no permanent damage to the wetlands if pads and/or matting are utilized during I the constraction of the bridge. Mr. Claffey also pointed out that � �,��, the proposed location of the accessory envelope may be appropriate for an agricultural building (barn) but it is not suitab2e for a �. residence given it's location relative to the wetlands. Hr. Claffey "t: _ confirmed Staff's position that the originally proposed driveway to the east of the proposed primary envelope would be very impactive to the wetlands and should not be allowed. �. _ Wildiife - Staff contacted Kevin Wright by phone, in an attempt to y' � fuxther clarify the Division of Wildlife's concerns with respect to this development. Mr. Wright indicated to Staff that, given the • absence of any other env3ronmental hazards, the DOW would prefer . ,° ' � the lower huildinq enve2ope over the upper envelope. Phase I includes the improvements approved for 1994. Phase II includes the additional lifts for the existing _ mountain, which would include the Moore/School lift, new Exhibition II and Cloud Nine lifts, and the removal of the existing Exhibition II, Grand Prix, Czou@ Nine and OZympic lifts. The staff supnorts �t the Moare/School lift; this lift is located so that impacts to the existinq Highlands subdivision should be minimal. In addi.tion, it is the sta£f opinion that this lift may help to alleviate some of '"::� the parking issues at the main base area. This phase should be :', ' iplaced in the further reviea category; its i.mplementation would depend on the results of the air and traffic monitoring proqrams , and approved mitigation strategies, if necessary.
