WHEREAS, the Board of Gounty Commissioners of Pitkin �' ^

County, Colorado, deems it necessary and advisable that provision
be made for the acquisition oE additional land for, and

construction of, a service center designed for the maintenance of � >
Pitkin County, Town of Snowmass Villaqe and City of Aspen vehicles
� and an operation base for the county road and bridge department; t:±��

� WHEREAS, the total estimated cost of the proposed county �.�:�, -
j improvements is the amount of 52,975,000, and the Board of County '•' `�• ,

'; Commissioners has determined that it is necessary to incur an
� indebtedness of the County not to exceed $2,975,000 for such �
1 purpose; and ,• '
{ WHEREAS, the maximum net effective interest rate to be `�. "
.� paid on sach indebtedness shall not exceed 11.00g per annum; and �
WHEREAS, Section 9.1.1, 10.1.1 and 6.7.1 of the Pitkin
'-.� County Charter provide as follows:
� "9.1.1 Limitations upon Tax Levy: No increase in the
'� rate or levy of any tax imposed or collected
� by the County of Pitkin shall exceed the levy �
or rate of the tax imposed, levied or
„ ,::� collected during the calendar year 1979 and no • �'
new or additional tax may be levied or `��
`� collected unless and until such increase, �
!� change or new or additional tax be submitted `
to and approved by a majority of the electors
� of the County voting at an election called for

such purpose."

punch cards and the County Clerk shall cause the ballot punch

ballot punch cards shall allow each elector to vote on the
