(hereinaftez the "Commission"} in conjunction with the Board of F
County Commissioners ihereinafter the "Board") have been wotking

--- to develop a new comprehensive plan for the Down Valley portion ;.. '
of Pitkin County since January of 1985; and

;:� wHSRBAS, the Aspen/P3tkin Planning Office did prepare the

:`a Pitkin County: Down Valley Comprehensive Plan: Ezisting Condi-
�';:,� tions Report in September of 1985 for the consideration and •
;� review of the Commission and Board; and �
=== WHSRSAS, the Aspen/Pitkin Planning Office subsequently

prepared a series of issue papers and environmental overlay maps
_ as part of the development of the Pitkin Cotuity: DoWn Valley �
Comprehensive Plan (hereinafter "The Plan"); and
I � �I WHBREAS, the Commission discussed the issues associated with
`'�i the Plan at eleven (11) public work sesaions held on the follo- �
'' wing dates: January 14, 1986, January 30, 1986, February 11,

. 1986, March 25, 1986, May 13, 1986, May 27, 1986, July 29, 1986, ' -
September 9, 1986, September 23, 1986, October 14, 1986 and �

',j Octobet 21, 1986 and at three duly noticed public hearings held E �
; on September I6, 18 and 22, 1986; and

WHSRBAS, on October 21, 1986 the Commission did pass a ;� ,
, resolution which recommended the second draft of the Plan to the

I WHERBAS, it is undezstood by the Board that following

'j endo=sement of the Plan it shall be sent back to the Commission

� �3 with recommended revisions for their consideration prior to final
-:=� adoption by the Commission; and
;� WHERBAS, it is understood that prior to adoption the
.,�.� Commission will hold at least two public work sessions to discuss }•
=�i the Plan on November 25, 1986 and December 9, 1986 and two duly „ '

noticed public hearings on November 25, 1986 and December 16, �-

;� I986 to provide additional opportunities for public comment. � -

;� NOW, THERSFORB, BE IT RESOLVBD by the Board that it does
,`� hereby endorse the second draft of the Pitkin Comtty: Down Valley
Comprehensive Plan and recommend the following changes to the r�.; �

`� Plan for the consideration of the Commission: i
, i; .
`'�� 1. A new Future Land IIse Map designation to be known as �
�:?j Scenic Foreground Reserve should be established and i .
%;' applied to several highly visible areas located i
e.?
:I adjacent to Br ush Cree k and State Hi ghway 82. The
••�! intent of the new designation should be similar to the
� intent of the Agricultural/Wildlife/Reserve Desig-
-� nation. �,
�,
�� 2. Revisions should be made to Chapter N - "Future Land � �"
j Ose Concept" section to clarify the relationship � .
between the Agricultuzal/Wildlif e Reserve and the Rural
Residential Districts with an emphasis upon the effect �
of the proposed Transfer of Development Rights and
. Purchase of Development Rights programs upon the �
