We present the following review comments for your consid- , ? eration regarding the referenced proposal: ` • 1. WATER SUPPLY ' Water is to be supplied from a well to be constructed on the ' property. The household use we22 is proposed to be a total of „: 100 Eeet deep, with a maximwn pumping rate of 15 gallons per minute. This should be a satisfactory drinking water source, ' although quantity and quality should be checked before the water i -''. is placed into use for a drinking water source and periodically verified thereafter. We recommend bacteriological and chemical ~;-a tests of the water quality once the well has been completed, electricity run to the well, the pump set, and the system purged ;,:: for about a weeks time. This could be completed as a condition ' :'i of the certificate of occupancy. ;:i i . .;.} We note that there is ho information in the application that _- woul@ indicate that a groundwater source of adequate quantity and • acceptable quality can be developed. Further, treatment of the • well water to meet standards may be required as the area where the well most li)cely would be located has historically been used ; ,; as a livestock corral. In the past, it has been our experience l. that groundwater underlying these types of areas often cannot meet bacteriological standards without treatment. We suggest that the site planning incorporate a design which locates the well as far as possible from all sources of pollution, includinq the barn and adjoining septic systems. 2. SEWAGE DISPOSAL , ' ; : ! The application indicates that the wastewater will be disposed of • . by means of an engineered mound absorption system. ' been advised by this department thati, while such systems have yr. • provided a suitable alternative to the anticipated high ground iwater situation, to construct such a system is an expensive `' .' alternative requiring site-specific engineering design. However, j ^-- ""i it is our opinion that a county permit to construct a septic f " `+i: tank-mound Eilter absorption syscem for this residence can be ; issued if this project is granted approval. It is a relatively proven type of onsite wastewater disposal system, provided it is ,,:, installed outside the floodplain boundary. The house to the east ^. on an adjoining parcel has a similar sewage disposal system . '2.' design. j;.. 3. WATER QUALITY IMPACTS - _",} - --r The development proposal is small, and there should not be any - x: significant water quality impacts resulting from the proposal. . ` Care should be taken that the barn and corrals do not drain `'x`z toward the well or into the river. '• ';i; -- 4. AIR QUALITY IMPACTS ' ._,.}y, " The development is in an area of the County where currently one i, ' fireplace and an unlimited number of wood stoves are permitted. I , ' Limiting the structure to one fireplace in the main house would \ conform to this regulation. 1-' I, f „ra The applicant should be aware of requirements to obtain a burning " , :-, permit from this office for this type of small agricultural ,,t.;, ^'w operation, and selectively burn only limited amounts of fhe area : -;Jy under his control each day and only under ideal svmmer weather .' 't, conditions to minimize this antici ated im act.
