� WHEREAS, the County, also pursuant to its policies, FAA ' -

obligated to: maximize its revenues from the various users of �

the Airport; equalize those revenues between and among the

various users according to their impact on, use of, benefit from
;'� and need for present and future Airport facilities; and collect
� � those revenues by the imposition and enforcement of non-

� discriminatory fees and charges; and �
,�� WHEREAS, the County has established a multi-year

� financial plan for the Airport (including capital improvements,
_�%� operating expenses, bond coverage ratios and necessary land
�<sf; acquisition) to set its financial needs and has established a
:`�� scheduled user profile of the Airport to set its equalized
`�� revenue targets; and
WHEREAS, this Resolution amends, without limitation,
- BOCC Resolutions 85-130, 85-140, and 86-4 regarding previous

,.:;� increases in commercial landing fees and fuel flowage fees and
'ri declares Resolution 87-41 to be a nullity; and �� _
'•:� WHEREAS, upon the recommendation of the Director of

Airport management, development, or long term planning. All such

..� updates thereof) and other long-range planning studies.
.� 4. The rates, fees and charges established for these
� lessees, licensees and permittees shall be, to the extent

`� required by law or by further policy of this Board, fair,
��� reasonable, equitable, not unjustly discriminatory and not
.�;� burdensome, all as determined by this Board upon substantial
competent evidence. In making these determinations, this Board R
� shall consider the following (in no order of priority) : �!

� a. the total actual Airport costs incurred to be f
� recovered;

b. the Airport's annual budget, adopted multi-year
� financial plan and projections, and adopted Airport �
