WHEREAS, the Aspen Congregation of Jehovah's Witnesses �

� (hereinafter "Applicant") has applied to Pitkin County for Scenic 4.�'

,� � Community Facilities to construct a 3,500 square £oot church (on

'� WH�REAS, the Pitkin County Planning and Zoning Commission '

i (hereinafter "Commission") reviewed this application at their

.;; regular meetings on May 19, 1987, and July 7, 1987, and granted

' Scenic Foreground Overlay approval by their Resolution 87-PZ17

which resolution also recommended the approval of the Growth
� Management Exemption to the Board of County Commissioners of
J Pitkin County, Colorado (hereinafter "Board"); and �

�" WHEREAS, the Board heard this application at a regularly

Now, therefore, be it resolved by the Board that it hereby grants
.,.,� a Growth Management Exemption for Essential Community Facilities
pursuant to Section 5-510.2(f) of the Land Use Code to the �'
:;�j� Applicant for the construction of a 3,500 square foot Kingdom q'
''�s=': Hall subject to the following conditions: �'

1. The applicants shall provide a fire hydrant and fire alarm
;`:-�j system or an automatic sprinkler and fire alarm system as
`,...�,� recommended by the Fire Marshall.
2. Mud and dirt from the construction site shall not be carried -
, ��:= out onto Highway 82.
+'�r� 3. A fuqitive dust control plan shall be filed with the Environ-
.''� mental Health Department prior to construction. `
,`!':� 4. The applicants are required to comply with the City of Aspen
"� ' Noise Abatement Ordinance.

;_�1 5. The proposed parking lot shall be limited to the one access
��J point closest to Highway 82.

'�: 6. The applicants shall make every effort to close the existing
f;;.;� driveway adjacent to the Maroon Creek bridge (Pyramid Road) .

7. The applicants shall work with the neighborhood to consolida-
`''�=`� te the three existing Highway 82 access points into one access.

,�::� 8. The applicants shall pave or and maintain the parking lot and
`�'1 the access drive from the parking lot to Highway 82 to mitigate
�� dust and traffic impacts. �'
9. The applicants shall submit a drainage plan to the County �
-� Planning Engineer for his review and approval prior to the � '
insurance of a building permit.

I landscaping and road work in a form acceptable to the County , '� a '
Attorney and an amount acceptable to the Planning office prior to � .:
