RE: Aspen Mountain Radio Facility �� �, =�1 At the request of your Planning Office, this letter wi1.1 �<' ; '� describe our plans concerning the above project, and respo�d to ��', the criteria addressed in the qrowth management exemption section i� of the Pitkin County Zoning Code. :'=j `-� Project Description The proposed $42,560 project consists of the placement of a 112 sq. ft. radio equipment shelter, a 33 ft. antettna support �`:� structure, and a two-way radio repeater on federal land located ','i� at the Aspen Mountain Electronics site of the White River National Forest. This project is contingent on the approval of a Special Use Permit Application which has been filed with the ,'-':'� Aspen District Ranger's office, and an application filed with the Federal Communications Commission for a license to operate the ''"'� equipment in the Power Radio Service (copies attached). ,'��'� This facility will be used solely for the installation of radio ;,;� communication equipment to be owned and operated by appticant and/or Colorado-Ute Electric Association of Montrose. The unattended operation of this equipment will be on a year round '�; basis over a period of several decades. ':+_j�� Future expansion of the structures is not anticipated. However, the installation of microwave communication antennas on the tower, and subsequent additional equipment inside the building, `=1 including power system automation radio equipment, would be ',{ likely during the next five years. 1� ;,i Construction activity would consist of minimal excavation for a short access driveway from an existing service road, the ;j . installation of underground utility conduits, and the preparation - ;�ty,"';��';� of cpncrete foundations £or the pre-manufactured tower and ,� ; I building. Project Justification Tt could go without saying that Holy Cross is an essential provider of a basic and fundamental service to the r member-consumers that it serves in Pitkin County, Two-way radio � commuttications are vital to the emergency power restoraCion 4 �::;j activities of Holy Cross, and this project wi11 significantly � :��+'"; improve our response capabilities, helping to reduce any negative � '-::;;;;:=' social or econ,omic impacts eo our consumers as a result of power � .�, :�;,: outages. ;;;�;i ..�-;w,s,� Presently, whenever our existing radio equipment on Sunlight peak <;::� in Garfield County fails, the safety of our personnel and the F service reliability to our consumers is seriously jeopardized �`�'S;�� over a wide area. The proposed radio repeater wi11 provide ''�' backup radio coverage, as we11 as improve day to day '"� communications in the AspenfSnowmass service area. The future �;�;��� microwave aspects of this project will likewise enhance our . �'a�;:� consumer response capabilities, and improve the monitorinq and control capabilities of the Aspen substation from Colorado-Ute's control center in Montrose. )?:� '�`�,��' Community and Growth Impacts: - The building and tower have been carefully selected to be as unobstrusive as oossible, in order to minimize any visual impact, ,-:,.�j The tawer wi11 not be any higher than the existing trees, power "`��° uoles, or ski lift structures in the vicinity, and will not be ,�-:;=;�.�� notably visible from any horizon viewpoint. v�� 1. Absolutely no additional employees will be required as a ��`' result of the construction, maintenance, or unattended .,�� operation of this radio facility. ' I 2. Parking will be required only on a limited basis for - maintenance purposes during the summer months, and will be provided for adjacent to the building. ��- 'i � ; 3.
