AN EMERGENCY RESOLUTION OF THE BOARD OF
COUNTY COMMISSIONERS OF PZTKIN COUNTY, COLORADO
AMENUTNG ARTICLE 3 OF TITLE IV OF THE PITKIN COUNTY CODE
TO REQUIRE SECURITX SCREENING FOR ALL AIR CARRIER
PASSENGER BOARDINGS AT SARDY FIELD

WHEREAS, the Board of County Commissioners of Pitkin County,

Airport (Sardy Field), wishes to amend the present Airport Rules ���;;: ':�

and Regulations to inalude a new provision regarding security ��;
screening for all air carrier passenger boardings through the

newly renovated and e�cpanded air carrier terminal at said ��
airport, and

� WHEREAS, the Board declares this amendment to be an emergen- � C•�,'
� cy measure, pursuant to Section 2-8.1(d) of the Home Rule

j Charter, in the best interests of the health, safety and welfare
':�
of residents and visitors to Pitkin County; and
.��M1 WHEREAS, the Board declares the emergency circumstances '
i supporting this action to be as fo].lows: (1) that the terminal ��
a� 4
� renovation and expansion project was designed from its inception
;� to accommodate secured boardings only by all air carriers for the
--� benefit and safety of all departing passengers from Aspen; (2) it
:
appears that despite this consistent plan and the communication
of this plan to the signatory air carriers, there remains some �
:.a '>;:
� dispute and resistance on their part to provide for secured �
;'a �
� boardings; (3) the renovated terminal shall be fully operational
"� within a week and will not be able to accommodate unsecured
� boardings without creating severe inconvenience to air carrier '

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY ' 4',� '�Mk

CONIMISSIONERS OF PITKIN COUNTY, COT,ORADO, as follows:
Section 1.
That Title IV of the Pitkin County Code (Airport Rules and
Regulations) be amended by the addition of a new Section 3-8 as
follows:

Section 3-8. All air carrier passengers departing the ��:�•:' . .�
Aspen/Pitkin county Airport from and a£ter December 17, 19a7 ��`='�'--:->
shall be subjected to seaurity screening regardless of the �`
size or capaaity of the aircraft which they are boarding. ,r+�:--

Security screening shall be conducted by and at the sole �;.' '
cost and expense of, the air carrier responsible for that ,�;�. _
passenger, pursuant to the screening rules, regulations and -"':
requirements as set out from time to time by the Federal 'L�` �
Aviation Administration. ���

Failure by any air carrier to screen or secure its departing J ;•'-
passengers adequately constitutes a violation of these � a
Airport Rules and Regulations and is grounds for the • �I. ?.
imposition of a fine ar penalty against said air carrier in � r�"�
an amount not to exceed the amount of fine assessed against `�
the Airport Operator by the Federal Aviation Administration ' �
resulting from said security violation.
Section 2.
This emergency Resolution shall be set for hearing at 7:30 pm,

Tuesday, December 15, 1987 in the Soard meeting room at the
