SPECIAL REVIEW USE PERMYT FOR SOLID WASTE DISPOSAL TO Tf�

. WHF.RFAS� the Snowmass Water and Sanitation District (herein- ��- �

after "SWSD") has applied to the Board of County Commissioners of 3 ` �

! Pitkin County, Colorado (hereinafter "Board") for renewal of �
their Special Review Use Permit for the continued operation of a
.i ground disposal system for digested sewage sludge; and �`

WHEREAS, this application was revxewed by the Pitkin County

y Planning and Zoning Commission on October 6, 1987 at whiah time (

;+ the Commission recommended that a new Special Review Use permit
�, be granted to SWSD; and

� WHEREAS, the Board heard this application at reqularly �.
scheduled and duly noticed public hearings on November 10, 1987 � •
; and December 15, 1987, and held a work session on December 7, — �
� 1987, at which time evidence and testimony was presented with r
c
� respect to this application; and �
� WfIEREAS, based on the testimony received, the Board is !
;� concerned about potential impacts related to the site operation •
� including odors, site security, visual impacts and trash stored
i
� on-site and is also interested in the feasibility of alternative
jtreatment methods including agricultural land application,
� composting and alternative sites; and �,

WHEREAS, the Board encourages SWSD to experiment through the
next year to develop less offensive sludge application techniques '
and to study the feasibility of alternative disposal methods.
NOW, THEREFORE, BE IT RESOLVED by the Board that it does '�`.�'':i:

hereby grant an extension of the SWSD Special Review Use Permit �

BE IT FINAI�,Y RESOLVED by the Board that the teLZns and
conditions of their Resolution Numbered 77-22 shall remain in
full force and effect. -
APPROVED by the Board at its regular meeting on December 29,
1987.
