24 UNIT ASSISTSD LIVING CENTER, MANAG$RS UNIT AND SENIOR CENTER

WEffitEAS, the Aspen Va1Zey Hospital District (hereinafter
"AVHD") has applied to the Board of County Commissioners of ''�'-'`

Pitkin County, Colorado, (hereinafter "Board") for approval to ';�" `,
construct a 24 unit Assisted Livin Facilit one mana ers unit f`�'�' '`

and an approximately 4,000 square foot Senior Center; and
wRxuFns, Special Review Approval is required for the
proposed uses in the PUB (Public) Zone District pursuant to "''�

'� Section 3-1.10 of the Land Use Code; and ' �

� WHEREAS, AVHD has applied for a Growth Management Exemption
for Essential Community Facilities pursuant to Section 5-
510.2(f) ; and
,� WI�I2EAS, the Pitkin County Planninq and Zoning Commission
reviewed the AVHD proposal at their regularly scheduled meeting '

� on October 6, 198'7, at which time they reviewed the AVHA proposal
S and recommended that the Board approve it suhject to conditions;

"� WHERF.AS, the Board heard this application at a regularly
� scheduled and duly noticed public hearing on November 10, 1987,
� at which time evidence and testimony was presented with respect

y� to this application; and

y essential community faci.lity and that AVHD has provided for the � ' '

NOW, THL'REFORS, BE IT RESOLVEb by the Soard that it does
hereby approve this application subject to the following condi-
tions:
1) Medical eligibility shall be the sole responsibility of ��'�
AVHD. Non-medical eligibility shall be determined by a �_=�:��?:.;;.
committee consisting of community representatives (the ,7�:::..:
"Committee") based upon applicable residency criteria ��'>'` ' -
and priorities which shall favor the local community to '��" �.
the greatest extent possible. The Committee shall be "'r -
appointed by the AVHD Board of Directors with the `�i`.
initial committee membership subject to approval by the '``` '-
Board of County Commissioners. Subsequent appointments �`�..'_:::
_ to the Committee shall be made by the AVHD Soard of 's:'.'•'•

2) The Committee (as referred to in 1 above) will evaluate F��';�
applicants for admission to the Assisted Living Center +'••
T� based on the following criteria set forth in descending ! .
order of importance:
a. Residents of the Pitkin County Community Center.
j b. Aspen/Pitkin County residents of one year or more
, or previous residents of one year or more.
c. All other residents of Aspen/Pitkin County. }
d. Roaring Fork Valley residents.

e. Family members of residents oP Aspen or Pitkin
County.
P. Family members of Roaring Fork Valley residents. •
g. Colorado residents.
3j The Senior Center should be permitted at a size of no
more than 4,000 square feet.

4) Aspen Valley Hospital District shall be respoasible for
placing an 18" minimum culvert at the driveway inter- y� '"
section with Castle creek Road and for providing signs ;
to the satisfaction of the CounLy.
5) Aspen Valley Hospital District shall commit to comply
with the requirements of the Water Department for
service to the project. e +

6) Aspen Valley Hospital District shall provide a pedes-
trian connection from this project to Castle Creek
Raad.
7) Aspen Valley Hospital District shall designate four of
the assisted living units for low income seniors in a '=��a:;�•- ��
form and manner satisfactory to the Aspen/Pitkin County '�'�'
Housing Authority. ��
