RECITALS
This is the Third Task Order to the Contract for Professional Services ("Contract") effective August
1, 2011,between the County and Contactor.
AGREEMENT
1. Sco�e of Services to be Provided. The Scope of Services is to update the Green House
Gas report for Aspen/Pitkin County Airport as per the Scope of Services attached as
Exhibit A.
2. Schedule. The project schedule shall be completed within 12 months of the date of this
Task Order unless otherwise extended by the County.
3. Consideration. The services shall be provided on a percentage complete per task basis,
not to exceed$111,814 as described in Exhibit B. Progress payments shall be made in
accordance with the contract.

Program of Services
Aspen/Pitkin County Airport
Greenhouse Gas Emission Inventory Update Scope of Services
The following Program of Services has been developed specifically for the
preparation of a Greenhouse Gas (GHG) Emissions Inventory Update for
Aspen/Pitkin County Airport.
The GHG Inventory Scope of Services consists of four main elements:
1) Coordination
2) Data Collection
3) Inventory Preparation
4) Review Cause of Changes and Identify Future Initiatives
5) Prepare Technical Report
6) Coordinate Results
The following tasks provide a detailed description of the work to be completed for the
GHG Inventory.
Gather Data and Prepare Documentation
Task 1 -- Coordination
Before starting the inventory, coordination will be conducted with parties such as the
Pitkin County staff and the City Canary Initiative staff. Coordination will be
conducted with parties as necessary to ensure that the data collection can occur
efficiently, as well as ensure that the backcast and forecast evaluations are
conducted for periods that support other County needs. This task assumes that
coordination occurs by telephone and emails and will be completed in the first 30
days of the study.
Task 2 — Data Collection
Supplemental data will be required to update the 2006 GHG inventory. Data that will
be needed from County sources will include: aircraft fuel consumption, county fleet
vehicle fuel use, and building natural gas and electrical consumption. The
consultant team will access FAA data for purposes of collecting airport activity

conditions for each of the backcast, current (2011), and forecast periods. Data
collection will begin upan receipt of notice to proceed and be completed within 60
days, subject to outside party responsiveness.
Task 3 — Inventory Preparation
The Climate Action Plan will include a backcast condition to 1990, an updated
current condition (2011 to match the Canary Initiative), and a forecast condition.
These inventories will reflect various Business As Usual (BAU) conditions; BAU
represents the resufting emissions based on implementation of current practices,
versus the practices that will be identified later in Task 4.
All of the GHG inventories to be prepared will rely in the protocol developed for the
2006 inventory to prepare the updated baseline. From the 2006 and updated 2011
inventory, the backcast and forecast will be estimated. Aircraft GHG emissions for
past conditions will be evaluated using fuel sales data, and landing and takeoff cycle
emissions and GSE will be evaluated in proportion to the 2006 modeling that was
performed using EDMS. Forecast aircraft fuel consumption will be estimated using a
BAU approach assuming 2011 conditions continue. Updated EDMS modeling will
not be prepared as GSE and LTO cycle emissions are not expected to have
changed sufficiently over 2006 conditions to warrant the evaluation.
In accordance with the data collection, the following inventories will be prepared:
• Update Current Emissions (2011)
• Backcast to 1990 emissions
• Forecast to 2025
Task 3 is expected to be completed 45 days following the receipt of data in Task 2.
Task 4 — Review Cause of Changes and Identify Future Initiatives
Once the inventories have been prepared, it will be important to understand the
actions that caused any changes in emissions between years. !t is anticipated that a
linear relationship between aircraft activity and GHG emissions is not occurring at
Aspen Pitkin County Airport, as has been the case at other airports. Seasonal
weather, implementation of energy and operational efficiencies, and other reasons
unique to that airport are often the cause of changes in GHG from one year to
another. After completion of the inventories in Task 3, the Consultant Team will
attempt to identify reasons for the changes between the years. These changes will
also be compared with the County's Climate Action goals. In addition, the

Consultant Team will review the current and forecast conditions to identify possible
opportunities for GHG emission reduction. Opportunities based on current facilities
will be considered in addition to opportunities that may be available with
implementation of the Master Plan. This will involve at least one trip for the project
team to coordinate. Travel expenses are an average for project members traveling
from Tulsa, Seattle and Denver. This anaiysis will be completed 60 days following
the completion of Task 3.
Task 5 — Prepare Technical Report
Based on the results of the prior tasks, the Consultant Team will prepare a technical
report that summarizes the results. A draft report will be delivered to Pitkin County
for review and comment. Upon receipt of comments, a final report will,be prepared.
The Draft Technical Report will be completed 30 days following completion of Task
4.
Task 6 — Coordinate Results
Upon completion of the Technical Report, the Consultant Team will be available for
as many as three trips to Aspen to coordinate the results with parties such as the
Pitkin County Board of County Commissioners, Pitkin County staff, and Canary
Initiative staff. Travel expenses are an average for project members traveling from
Tulsa and Denver.
