i CALL TO ORDER: The meeting was called to order at 3:00 p.m.

PUBLIC HEARING - SPECIAL IMPROVE[�II'sNT DISTRICTS 1988 PROPERTY TAX
� AND BIIDGET - MOTION TO APPROVE - AIFMC - Lynn Dunlop, Budget �
Director summarized this item by stating that by law, the county
;,y must provide a budget hearing for all funds and special districts
within its jurisdiction. Since property tax is the funding
? source for all these road improvement districts, public comment
`=:I about the budget should be heard before next year's mill levy is
-i set.
;�,� The Districts which are the topic of this public hearing are as

:;;I Mountain Valley General Improvement District
,;::� Highlands General Improvement District .
- Brush Creek General Improvement District
, Twining Flats General Improvement District
' Holland Hills General Improvement District -
�,`.;;� Crystal River Estates General Improvement District
,� Redstsone Ranch Acres General Improvement District
`��� She then reviewed with members the summary of the proposed
:;� budget and propoerty tax levy for 1988. This summary is attached '
,;_� to and made a part of these minutes as Exhibit ��A��.

Chairman Madsen opened the hearing to public comment.
�4 Dunlop stated that she had received a phone call from Les Oakes,
i a homeowner in Brush Creek. His concern is not specific to the
4 road improvement district, but is concerned that Mountain Valley
= gets their roads snowplowed and sanded as part of their normal � ;
; operations. Brush Creek homeowners would like to have the same
� -�
consideration. Oakes has indicated that his subdivision would be �:,
more than willing to support the use tax if it goes to the v•<.
ballot, if some of these additional road services could be funded ,�.;
� out of it. X'

Dwight Shellman commented that with regard to the Brush Creek
Road question, he recalls that there was ari express reservation
on the plat when the subdivision was approved that the county ; �
would not accept responsibility for maintenance of that road. t;.: .
Verla Donahue, representing Redstone Ranch Acres stated that they �� "
are pleased with their levy. �`
There being no further comment from the public, Maclsen closed the
