1. In July of 1995,the Aspen Institute established the Community Forum. It's �`' "
purpose is"to identify emerging developments and existing trends that wili affect the long- C .
term economic, social, and environmental well-being of the greater community of the j` '
Roaring Fork Valley, and to analyze and recommend responsible policies in addressing F,,.
these developments:' �
�.
2. The Community Forum Board approved convening a Task Force to study `y�
the Pitkin County Home Rule Charter. Various individuals have volunteered to be a part ,'
of this review process. This project is to be conducted with the Pitkin County Board of �)
County Commissioners through assistance from County staff. ���
3. The Task I'orce has requested clarification from the BOCC as to its mission. �i

� NOW THEREFORE, be it resolved by the Board of County Commissioners of
Pitkin County,Colorado that:
� 1. The purpose of this Task Force is to evaluate the charter as an active and
working guide for the governance of Pitkin County today.
2. The Task Force shall be representative of the entire Pitkin County �
community to the greatest degree possible; y
3. The Task Force shall evaluate the Aome Rule Charter with regard to the
following criteria:
�.
a. Consistency-There are inconsistencies within the document that need to be
brought into alignment. Are any requirements inconsistent with state law or with
other known county requirements. •
b. Appropriateness-Are there parts of the documents that are not appropriate �
for today,that are outdated or irrelevant? Are there issues that are not addressed �•
in the Charter that should be there? (;� ,

4, The Task Force may use county staff as a resource when required. i: ,•

5. The Task Force shal!make its report and its recommendations directly to the �
BOCC regarding the Home Rule Charter for review by the BOCC by June 1, 1997,for 's `'
placement before the public,if necessary,at the election in 1497. r�
6. Options shall be clear fo delete, add or change with regard to a specifc �
statement and in the current charter. �

� 7. The following specific issues shall be reviewed by fhe Task Force: �
� , a. Compensation for commissioners-Should an adjustment be made to
� ' account for cost oF living and salary increases since the salary was Iast set?
b. In-District residency-Should fhere be a time of residency required of
' � a candidate before he is qualified to run for office as a representative of that
� , district? �
� c. Reporting requirements for financial contributions made to a
• , candidate or regarding an issue during t6e 10 days prior to an election. �
• ' Currently those sources of funding are reported after the election has taken
place.
d. ClariFication of the daties and responsibilities of the Citizen Boards '
established by the Commissioners.
e. Ability to remove appointed Citizen Board membets based on specific
' criteria.
