COMMISSIONERS OF PITKIN COUNTY,COLORADO, i
RECOGN[ZING THE FRYINGPAN VALLEY CAUCUS ' ;�,

RECITALS
. 1. The residents of the Pitkin County portion of the Fryingpan Valley �` �'
desire to form an of�cially recognized caucus. The identified boundaries of the * :;-�'
caucus are all properties from the Ruedi Dam east, up the Fiyingpan Kiver and its
watershed to the Continental Divide, including all tributaries flowing into the , .
Fryingpan River and Ruedi Dam,and their watersheds.
2. Article 4 of the Pitkin County Hon�e Rule Charter provides that a
caucus may be established by setting a meeting of the residents in the designated
caucus area at which caucus formation information is provided and a formation vote
� is taken;notifying all resident,homeowners and non-L�esident real property owners of
said meeting;adopting operating procedures and by-laws at said meeting. A copy of
the approved by-laws are attached as Exhibit A. ic
3. The residents of the Pitkin County portion of the Fiyingpan Valley have �-
i satisfied all the i�equirements established in Article 4 of the Pitkin Counry Home Rule :fi
' Charter regarding caucuses.
� NOW THEREFORE BE IT RESOLVED,that the Board of County Commissioners ''
_ : ' of Pitkin County,Colorado,hereby officially recognizes the Fryingpan Caucus,with
boundaries shown in the niap attached hei�eto as Exhibit B and award the caucus all t� :
_ functions set forth in Article lV Section 4.6 of the Pitldn County Home Kule Charter.

FUNCTION: The Fryingpan Va21ey Caucus shall have a - � •
recommendatory funetion for all matters affecting the ����' ��
caucus area, and shall permit its members to report
minority views as well as majority vievs, and division ,� �
of vote with any such recommendation. Further, the • r ,f
caucus shali have a rerommendatory function for all planning " ":'r '
matters affecting the caucus area, as weil as other '�.::� '
County matters affecting the caucus area inc2u@fng but ;� ,
not limited to, budgetary and work program matters. 7:'
CAUCUS AREA: The Fryingpan Valley Caucus area shall be `:^ '
• from the Ruedi Dam east , up the Fryingpan River and
its watershed to the Continental Divide, including all

MEMBERSHIP: Both Eagie and Pitkin County residents should '�"'

be included in membexship of the caucus. Caucus members
from both counties may discuss items affecting either �; ��
- county, but may only vote on matters affecting that county ,,�
. they represent. One Vote may be cast by each individual i;
. . if they;
` � ,i
- 1. Own real property within the caucus area, to
• inclu@e both resident and non-resident parties.
` 2. Be a registered voter within the respective counties,
, or provide proof of residency within the caucus
area for a period of thirty days.
3. Be a lessee within the respective counties for
a period of thirty days. �

Non-resident landowners will be provided the materiais to
place absentee ballots on issues affecting their areas,
otherwise votes must be cast in person.
